Description
Notice of Intent to Conduct a Sole Source Modification for additional quantities to Dell Marketing, LP Posted Date: April 28, 2014 Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division (3803R) Response Date: May 6th, 2014 The U.S. Environmental Protection Agency (EPA) intends to modify current delivery order EP-G13H-00714 to add 2,500 licenses. The additional licenses are the exact same items ordered on the original delivery order. This will be conducted as a sole source add on from Dell Marketing, LP for Microsoft Office 365, ProPlus Licenses. In 2013, the EPA Office of Environmental Information (OEI), Office of Technology Operations and Planning (OTOP) standardized on the Microsoft Office 2013 Professional Plus platform for all employees to collaborate, create documents, send/receive email, etc. In accordance with FAR 8.405-6, consideration will be restricted to Microsoft Office Professional ProPlus, Click to Run Version for O365 cloud services. The EPA previously procured 18,000 licenses under one ?tenant? cloud-hosted, server space. All of EPA?s email and collaboration services are required to be under a single managed tenant space. Since the original procurement was awarded to Dell, the Agency requires an additional 2,500 licenses to cover all EPA employees and contractors. This procurement ensures that everyone has the same product and support so that documents are formatted and shared on a common platform and are compatible. An award through Dell is essential to ensure that the licenses are added to EPA?s existing O365 tenant web-portal. An award to a different vendor would require establishing a separate tenant space to manage the 2,500 licenses. The additional licenses must be added to EPA?s existing O365 tenant so not to create duplication and establish separate processes and procedures to manage the product and licenses. Many technical scripts, technologies, servers and work processes are explicitly linked to the existing tenant. This is for notification only, this modification will be placed through the GSA Federal Supply Schedule. In accordance with FAR 6.302-1, Only One responsible source and no other supplies or services satisfy the Agency's requirements. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered.
