- THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Bureau of Health Professions (BHPr), Division of Practitioner Data Banks (DPDB) is planning to issue a solicitation to quantitatively determine the extent to which transactions that are required to be reported to the National Practitioner Data Bank (NPDB) are fully and accurately submitted in a timely manner and to ascertain what impact, non-reporting, underreporting, duplicated reports, and data quality have on the integrity and usefulness of the NPDB data. The solicitation will be issued as a small business set-aside with a period of performance of twenty-four (24) months. The Government intends to issue a solicitation on or about May 12, 2014. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 541611, and the size standard is $14.0M. Description The National Practitioner Data Bank (NPDB) is a confidential information clearinghouse created by Congress to improve health care quality, protect the public, and reduce health care fraud and abuse in the U.S. The Government is interested in examining what impact, if any, underreporting and data quality have on the integrity and usefulness of the NPDB data. Contractor will be required to: (i) To evaluate the accuracy, completeness, and timeliness of the existing NPDB transactional administrative data; (ii) Evaluate existing NPDB data to provide point estimates confidence/credible confidence intervals for non-reporting and underreporting based on existing NPBD data; (iii) To compare existing NPDB data with externally obtained information to determine whether certain events that are reportable to NPDB are captured or missing from the NPDB transactional administrative data, and how the situation varies with regard to differing state legislation and policies; (iv) To assess and recommend modifications to NPDB's efforts to address potential non-reporting and underreporting to the data bank. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this notice.
