- INTENT TO SOLE SOURCE NY Times Company - SS-CFPB-14-0054 The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Consumer Financial Protection Bureau (CFPB), intends to contract with NY Times Company, 620 8th Avenue, New York, NY 10018 on a sole source basis, under authority of FAR 6.302-1, for digital and printed subscriptions of the NY Times. NY Times Company has been identified as the only source capable of providing the required content in an arrangement that suits the needs of the CFPB. The mission of the CFPB is to educate the consumer as a first line in defense against abusive practices; to enforce consumer financial laws via the supervision of banks, credit unions and other financial companies; and to gather and analyze available information to better understand consumers, financial service providers, and consumer financial markets. In order to meet the above listed missions, the CFPB has need of access to reference materials that show current events that are shaping the financial environment as we know it today. In order to support its rulemaking and other functions the CFPB is congressionally mandated to monitor for risks to consumers in the offering or provision of consumer financial products or services including developments in markets for such products or services. See sec 1022(c)(1) of the Dodd Frank Act. The My Alerts application in The New York Times addresses this mandate. With NY Times online, users are able to set up My Alerts, an application that allows users to get notifications when certain articles appear. Users may search by keyword, author or phrase. In addition, users may create up to twenty news alerts and an unlimited number of stock alerts. This is critical for CFPB so they may receive alerts in regards to particular banks, financial institutions, and issues surrounding mortgage, credit, or any number of other consumer financial products. The New York Times has mobile applications and news alerts that are essential to CFPB employees. With a good portion of CFPB employees working in the field on bank examinations, it is important for them to have access to this data from their mobile device as well. The identified contractor, NY Times Company, is the publisher and is currently the only source for subscription. No solicitation package will be issued. This notice is not a request for competitive quotations; however, the Government will consider responses received by May 12, 2014 @ 3:00 pm ET. Responses shall be submitted electronically to PSB3@bpd.treas.gov, Attn: DHolbert, CGropp A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
