Description
NASA/GSFC plans to issue a Request for Proposal (RFP), Systems Engineering Advanced Services (SEAS) for Mission and Instrument Systems Engineering (M&ISE) services for the Mission Engineering & Systems Analysis Division (MESAD) and related Applied Engineering and Technology Directorate (AETD). The needed services are M&ISE services for all aspects of mission and instrument formulation and implementation for systems, science instruments, observatories, launch, ground system, spacecraft, and suborbital craft (e.g., aircraft, sounding rockets, unmanned aerial vehicles (UAVs), balloons), including services for the following: free-flying spacecraft, suborbital craft payloads, and Space Station payloads. The Government anticipates a release date for the Request for Proposal (RFP) on or about July 28, 2014 with an anticipated offer due date of on or about August 27, 2014. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be a total 8(a) competitive set-aside. The NAICS Code and Size Standard are 541712 and 1000 employees, respectively. The contract type is anticipated to be a single award, Cost Plus Fixed Fee (CPFF), IDIQ with a maximum ordering value of $201M. All responsible sources may submit an offer when applicable, which shall be considered by the agency. NOTE: The anticipated posting date of a Draft Request for Proposal (DRFP) is on or about May 27, 2014. This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the SOW. No proposal/offer is to be submitted during this posting which will end on June 24, 2014. NASA Clause 1852.215-84, Ombudsman, is applicable.
