Description
This is a Pre-Solicitation notice (synopsis) for a full and open competitive procurement in accordance with FAR Part 5.203; to provide notice of the Government's proposed contract action listed herein. The National Highway Traffic Safety Administration (NHTSA) (an operating administration of the United States Department of Transportation) is charged with the responsibility of reducing the personal and property losses resulting from motor vehicle crashes. Many sources of information are needed to permit researchers to adequately measure the characteristics of the highway safety environment. This action will support a demonstration program testing the applicability of proven law enforcement models to increase community support for law enforcement efforts in seat belt enforcement. Background: This program seeks to determine if proven crime prevention models can also be applied to seat belt enforcement to enlist community engagement and gain community support for seat belt enforcement. The law enforcement agency shall use the Data Driven Approaches to Crime and Traffic (DDACTS) or Scanning, Analysis, Response, and Assessment (SARA) model for the problem identification phase of the project before selecting the proven criminal justice model it deems appropriate to apply to the identified problem. The increased public awareness and community involvement is expected to increase the enforcement of the State seat belt law and increase the community support for that enforcement. The program will be conducted in a State with lower than average seat belt use rates and higher than average unrestrained passenger vehicle occupant fatalities and where there is limited community support for enforcement of seat belt laws. Purpose: NHTSA's objective is to receive professional services to support a demonstration program testing the applicability of proven law enforcement models to increase community support for law enforcement efforts in seat belt enforcement. Solicitation Information: The Government contemplates that a Time and Materials contract will be issued. The period of performance of the contract will not to exceed thirty six (36) months. The forthcoming solicitation and any related documents to this procurement will only be available electronically for download at https://www.fedbizopps.gov referenced by the solicitation number (DTNH22- 14-R-00781 ). The anticipated issuance date of the forthcoming solicitation is on or about May 31, 2014. However, it is the Offeror's sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will also be solely responsible for downloading their own copy of the solicitation and amendments (if any), as well as other related documents.
