Description
The Naval Surface Warfare Center Carderock Division (NSWCCD)Philadelphia, PA intends to procure for Engineering and Support Services in support of various Navy Modernization Programs. This entails providing installation and technical services for upgrading Hull, Mechanical and Electrical (HM&E) systems, and deploying technologies which improve availability, increase reliability, ship mission readiness, and workload requirements for machinery systems and components. This acquisition is being procured as a partial small business set-aside. The request for proposal (RFP) will have two separate lots. Lot 1 will be procured via unrestricted full and open competition; Lot 2 will be procured as a small business set-aside. At the task order level, assignment of requirements to LOT 1 or 2 shall be at the discretion of the Contracting Officer. The procurement will be awarded on Best Value Tradeoff basis requiring the submission of a cost/price proposal, and a technical proposal. The NAICS classification for this acquisition is 336611. The government intends to award an Indefinite Quantity, Indefinite Delivery, Cost Plus Fixed Fee type contract. The level of effort for the performance of this contract is based upon an anticipated total estimated level of effort of 4,876,040 man-hours (2,438,020 hours for LOT 1 and 2,438,020 hours for LOT 2) Multiple awards are anticipated. The period of performance for this acquisition is anticipated to be sixty (60) months. All interested parties may download the solicitation and any amendments at http://www.neco.navy.mil or http://www.fedbizopps.gov. All contractors must be registered with the System For Award Management Website (SAM) https://www.sam.gov/portal/public/SAM/. The solicitation along with any attachments will only be available electronically at the following websites: www.fedbizopps.gov and or www.neco.navy.mil. All interested parties may down load the solicitation and any amendments after the release date of the solicitation. The dates of solicitation issuance, receipt of proposals in this synopsis are projected. Upon release of solicitation, RFP will close at least 30 days thereafter.
