- The Naval Medical Logistics Command intends to negotiate on a sole source basis IAW FAR 13.106-1 with Beckman Coulter, Inc. 11800 SW 147th Avenue, Miami, FL 33196-2500 as the only responsible source that can provide a preventative maintenance of Hematology Analyzers. This acquisition is being conducted under FAR parts 12 and 13. Provisions and clauses in effect through Federal Acquisition Circular 2005-72 are incorporated. The USNS Comfort has a requirement for annual preventative maintenance for two (2) Hematology Analyzers installed onboard the USNS Comfort. The units needing service are the HMX-AL hematology analyzers. Services are required to ensure optimal operating conditions to perform laboratory analysis of blood components to measure complete blood counts for patients served by the ship. Vendor shall be able to test, analyze, and perform all required equipment, software, and hardware functions as required in order to ensure the analyzers' peak operating capability is established, by passing quality assurance and reproducibility measures at the completion of the preventative maintenance service. Items being purchased in this acquisition: A base year and two (2) option years of Preventative Maintenance for two (2) Hematology Analyzers installed onboard the USNS Comfort. The value of the contract for the base year and the optional 2 years is estimated at $88,056.00. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 811219 with a Small Business Size Standard of $19M Dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable contractor for providing preventative maintenance is Beckman Coulter, Inc.
