- This is a competitive combined synopsis/solicitation for commercial items (services) prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6. This announcement will include a Standard Form, SF1449 Solicitation Document. The Solicitation Number for this Acquisition is VA244-14-Q-0846, and is being issued with this announcement as a Request for Quote (RFQ). This Acquisition is 100% Set-Aside for Small Businesses. Please review Contract Requirements in the Solicitation, which require the Contractor to have offices within a one-hour driving distance from Pittsburgh, PA or have their offices located with 100 miles of Pittsburgh, PA, to be considered technically responsible for this contract. The Solicitation is being conducted under the procedures of FAR Part 12 and FAR Part 13. The NAICS Code for this Acquisition is 541430. The Small Business Size Standard is $7 Million. The Government intends to award a firm fixed price Base and Four Option Year contract, on or about 5/9/2014, with the Base Year period of performance to run from 5/9/2014 through 5/8/2015. All responsible sources may submit a capability statement, written proposal, or quotation which shall be considered by the Agency. All responsible sources must at least submit the SF1449 Page 1, with their company name and address noted under Block 17a; a completed Price/Cost Schedule that is in the Solicitation, showing their lump sum firm fixed price for the Base Year, and each of the four Option years, with a total for all Five Years; and a completed Representations and Certifications, that is attached to the Solicitation, unless they have a current one on file in the System for Award Management (SAM), which if they do, they can merely reference they have one on File in SAM, in their email submission, or in an attached cover letter. All of the above mentioned Quote information must be submitted via email to the following contract, by the Closing Response Date of 5/2/2014 at 4:00PM Eastern Time. The Agency Point of Contact is Ronald Mazzei, at ronald.mazzei@va.gov. All respondents must be registered in the System for Award Management (SAM) prior to award of the Contract. Any Contractor Terms and Conditions of Sale that are submitted with their proposal may be accepted by the Contracting Officer, and made part of the Contract, but if they are accepted, they will only apply to the extent they do not conflict with the Terms and Conditions of this Solicitation and Contract, or any Federal Laws.
