- FBO DESCRIPTION Baltimore VAMC seeks to competitively solicit prospective contractor to provide all respiratory therapy, procedures and treatments within the three Intensive Care Units (CICU, MICU, SICU), Emergency department, 3A, 3B, 5B 6A at the Baltimore facility to eligible beneficiaries of the Veterans Affairs Maryland Health Care System (VAMHCS), 10 North Greene Street, Baltimore, MD 21201 and Building 19Ain Perry Point, on an as needed basis. The Contract Health Care Provider shall cover the range of services in accordance with the terms and conditions contained within the solicitation. Personnel assigned by the Contractor to perform the services covered by the contract shall be licensed in the State of Maryland to perform respiratory therapy services and maintain a current BLS card. The qualifications of said personnel shall be submitted for review and approval prior to commencing work; this will include, but not be limited to: verification of competency assessments and primary license verification. Only personnel approved by the VA shall be allowed to perform under this contract. The qualifications of such personnel shall also be subject to review by VAMHCS Chief of Staff and approval by the VAMHCS Medical Center Director. Contractor staff performing respiratory therapy procedures within the guidelines of this contract will maintain licensure and/or certification as required by a Joint Commission. Copies of all clinical personnel annual competencies documentation and licensure shall be provided to the Contracting Officers Representative (COR) and/or Contracting Officer, if requested. The Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits for complying with any applicable federal, state, and local laws, codes and regulations in connection to the performance of the type of service required by this contract. Contract Respiratory therapist assigned by the Contractor to perform the services covered by this contract shall be fully credentialed as an independent provider, through the VAMHCS Medical Staff Office (VAMHCS MSO), to perform services. Contractor and/or contractor personnel shall provide all documentation and materials as required by the MSO and/or Contracting Officer's Representative (COR)/Contracting Officer (CO) to meet Federal and Joint Commission qualifications. The Respiratory Therapist must be able to accept their work assignment from the staff at the facility. Review of the patient's orders and of the other information in the patient's chart, performance of physical examination of the patient and review of x-rays and laboratory data to clarify physician orders, to understand the patient's condition and to help set therapeutic goals. Oxygen administration and ventilator operation (including oxygen and ventilator setup, periodic checks, and equipment troubleshooting) to conform to physician orders, treatment goals and Respiratory Therapy Section policies and Standard Operating Procedures. Maintenance of patient records according to VA Medical Center Respiratory Therapy Section policy. Cleaning and disinfecting respiratory therapy equipment whenever policy and acceptable respiratory therapy practice dictates. Administration of therapeutic aerosols: Uses mouthpiece or mask apparatus for those patients not receiving mechanical ventilation and Metered Dose Inhalers for those patients that are receiving mechanical ventilation. Must recognize the contraindications to drug administration and must recognize adverse reactions and take appropriate emergency action including the summoning of appropriate medical assistance. Ability to evaluate patients to determine the appropriate modality to employ for Bronchial Hygiene, Induction of diagnostic sputum specimens, Measurement of weaning parameters for ventilator patients, Bedside spirometry, Assistance with cardiopulmonary resuscitation by using a manual resuscitator bag and mask and helping to maintain the patient's airway. Respiratory care of patients on ventilators- including maintenance of endotracheal tubes in clean condition and in the correct position and, when indicated, performance of endotracheal suctioning. The contractor must be proficient in the operation of ventilators. When necessary, the Respiratory Therapist must recognize an emergency situation and, when indicated, must initiate cardiopulmonary resuscitation and summon emergency assistance. The Respiratory Therapist will respond to all announced medical emergencies (CODE BLUE, RAPID RESPONSE ¦).
