- Description
- NASA/GSFC plans to issue a Draft Request for Proposal (DRFP), for the Technical and Integrated Discipline Engineering Services (TIDES). The TIDES contract will support the Mission and Instrument Systems Engineering (M&ISE) services for the Mission Engineering & Systems Analysis Division (MESAD) and related Applied Engineering and Technology Directorate (AETD). The required services are for the formulation, design, development, fabrication, integration, testing, verification, and operations of guidance, navigation and control (GN&C) space flight and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. The emphasis in engineering services will be in the area of guidance, navigation, and control systems, which includes GN&C systems engineering, Attitude Control Systems (ACS) hardware and software development, and propulsion engineering and development. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be a total 8(a) competitive set-aside. The NAICS Code and Size Standard are 541712 and 1000 employees, respectively. The contract type is anticipated to be a single award, Cost Plus Fixed Fee (CPFF), IDIQ with a maximum ordering value of $148M. The anticipated release date for the Draft Request for Proposal (DRFP) is on or about May 27, 2014 and the anticipated release date of the Final Request for Proposal (RFP) is on or about July 28, 2014. All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
