- This pre-solicitation and solicitation synopsis is for the demolition and construction services associated with the upgrade of the door systems in several Defense Logistics Agency (DLA) occupied buildings at Tobyhanna Army Depot (TYAD) located in Tobyhanna, PA. Work is to include, but is not limited to: the removal of existing cargo doors and/or operators and the replacement of the removed doors and/or operators with motor operated rapid roll type warehouse doors with remote operation capabilities. The work will include the removal and installation of 12 rapid roll type doors with remote operators, the installation of 15 roll up aluminum security day gates with remote operators, and the removal of 3 asbestos core fire doors and replacement with 3, 2-hour NFPA certified automatic release fire doors. The services necessary to complete this contract includes providing all licenses, permits, labor, materials, equipment, supervision and management to complete the project. All and any exceptions shall be submitted and approved in writing prior to commencement of work. Area specific details are included on the building drawing provided in the solicitation. Estimated magnitude is between $250,000 and $500,000 (per FAR 36.204). NAICS is 238290 (Other Building Equipment Contractors), this award will be a 100% small business set aside, with a size category determination of average annual receipts $14.0 million. Solicitation number W25G1V-14-B-0004 applies. This solicitation, including specifications and drawings, will be issued electronically only. Any amendments will also be issued electronically only. No paper or disk will be available. Issue is in accordance with FAR 4.502, 5.102(d) and 14.101(b). Vendors wishing an electronic copy may download it on or after issue date on the Federal Business Opportunities website at the following internet address: https://www.fbo.gov/. Any resultant contract will be Firm Fixed-Price. It is incumbent that any interested sources periodically access the internet site to obtain any amendments. Failure to obtain amendments and/or acknowledge amendments by the time set for receipt of bids may result in rejection of your bid. Bids must be submitted in HARD COPY ONLY. ELECTRONIC BIDS WILL NOT BE ACCEPTED. Estimated issue/due dates are 22 May 2014/23 Jun 2014. Work will be expected to be completed within one hundred and twenty (120) days following the notice to proceed. Actual issue and due dates shall be as established in the solicitation.
