- EMCS Sources Sought Sources Sought/Market Survey for Energy Management Control Services Joint Base Elmendorf Richardson, Alaska Sources Sought Response Instructions This Sources Sought is for planning purposes only and is a market research tool to determine availability and adequacy of potential business sources. The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers. The 673d Contracting Squadron intends to solicit and award a service contract for a customer of the Civil Engineering Squadron. The service requirements will be solicited competitively under a future solicitation. The requirement may include Brand Name only components, as described below, unless the results of these sources sought notification indicates otherwise. The businesses responding to this Sources Sought Notice must provide a Statement of Capabilities addressing the following: Demonstrate the skills, experience, knowledge, and capabilities necessary to perform the support services for the requirements specified within the summary of requirements outlined in sub-section 1.1.2. Statements should address the specific requirements and identify the firms' specific skills, experience, knowledge, and capabilities to complete these requirements, including, but not limited to a description of corporate experience with similar projects. Please provide the information requested in each of the following sub-sections: 1.1.1 Business Information 1.1.2 Capability Information 1.1.3 Program Concerns & Risk 1.1.1 Business Information  Company Name  Address  Point of Contact  CAGE Code  Phone Number  E-mail Address  Web Page URL  North American Industry Classification System (NAICS) Code  A statement as to whether your company is domestically or foreign owned (if foreign, indicate the country of ownership)  Based on the above NAICS Code, state whether (Yes / No) your company is: o Small Business o Woman Owned Small Business o Small Disadvantaged Business o 8(a) Certified o HUB Zone Certified o Veteran Owned Small Business o Service Disabled Veteran Owned Small Business o Registered on System for Award Management (SAM)  Indicate whether your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system 1.1.2 Capability Information Review the summary of requirements and identify what your capibilities are to provide support to this requirement.  Summary of Requirements: Energy Management and Control Systems is a centralized network to monitor and control entire sites or complexes of systems spread out over large areas. Equipment monitoring and control take into account; managed energy; human comfort; monitoring of temperature and humidity for mission-critical data systems. They allow building maintenance staff to efficiently and effectively control heating, cooling, lighting and other building systems. The Automated Logic Corporation's Web Control (ALC's WebCTRL) uses a web-based user interface that does not require special software, dongle' s or any bootable device at each workstation or field panels. ALC's current application revision is WebCTRL v6.0. The software used for programing is Eikon Logic Builder, Site Builder, View Builder and Energy reporting as another program designed to pull data from smart meters to calculate energy consumption of utilities. Field assistant is a program designed to upload and download information from the field panels on a local level until the panel communicates on the network with the server to pass its information. The direct digital controls and devices must work seamlessly with the WebCtrl application Operating System and existing campus servers using full data base for creation of specific and customizable programing without stopping real-time system service on the campus network. Proposed equal products must demonstrate that their products can be integrated seamlessly into the existing campus system with zero data interruptions including graphic and/or logic programming modifications. For security compliance the application software must be able to have a 15 character password ability that automatically prompts password changes every 90 days with a 3 try minimum user lock out. Any vendor wishing to provide a system(s) that is compatible with the existing Energy Management and Control System by Automated Logic must provide a copy of its brochure and any other data describing how the system is compatible and an "or equal" to the above; including the ability to obtain the existing campus system factory authorized technical support.  Identify those portions of the requirements in which your company is capable of meeting as well as those requirements which fall outside your scope of expertise or would require a teaming arrangement to fulfill. Address whether or not your company in licensed to operate Automated Logic Controls.  List and describe specific past performance which you believe to be relevant to this effort and the stated requirements. Please list relevant Arctic experience. 1.1.3 Program Concerns and Risk Provide any additional feedback regarding the described program which you feel is relevant to the Government's market survey. In addition, based upon your experience with similar contracts and efforts please identify any other issues, situations, or processes you perceive as risk areas. 1.1.4 Submission Requirements Potential sources should only submit the minimum information necessary and shall not exceed ten (10) pages. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government may contact potential sources for additional information as required. Interested parties considering themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 3:00 PM (AST) 07 May 2014.
