- Draft PWS 4-23-14 N68936-14-R-0101 This is a sources sought technical description to determine the availability and technical capability of businesses to provide engineering support services and products required for the Advanced Self-Protection Jammer (ASPJ) AN/ALQ-165 and the Integrated Defensive Electronic Countermeasures (IDECM) AN/ALQ-214. Services will also include engineering support for Foreign Military Sales (FMS). This is in support of the Tactical Aircraft Electronic Warfare Integrated Program Team (TACAIR EW IPT). The primary focus of this notice is to identify interested firms for information and planning purposes only. The work is currently being performed by Exelis Inc., under a Cost Plus Fee, sole source contract N68936-10-D-0057. The objective of this request is to determine the quantum of U.S. Industry which may be available and of which may also be capable of performing all or a portion of the draft PWS. Interested parties are requested to submit information that demonstrates they are capable of providing software engineering, systems engineering, investigations of anomalies, support tools and facilities maintenance, documentation, and hardware and firmware maintenance and upgrade. Interested parties must possess the ability to obtain a SECRET facility clearance. The work shall be performed primarily at the contractor's facility. Contractor personnel working on this effort will be required to obtain a SECRET clearance. In the anticipated contract effort, the Contractor shall perform engineering support services for the AN/ALQ-165 and AN/ALQ-214, as specified in the draft Performance Work Statement (PWS). This contract will include engineering support services for Foreign Military Sales (FMS). The Contractor shall perform all FMS work for the Navy and all deliverables will be provided to the Navy who is then responsible for providing them to the FMS Customer. If a contract is awarded for this effort, the Government anticipates using an Indefinite Delivery, Indefinite Quantity, Cost Plus Fixed Fee contract. The contract period is anticipated to be five years. However, the contract type and duration could change. A solicitation is expected to be released in 2015. Interested parties are requested to submit a white paper outlining their capabilities to perform the work described above. Submittals should include the following information: (1) A reference to solicitation number N68936-14-R-0101 and the title of this announcement "TACAIR EW Jammer AN/ALQ-165 and AN/ALQ-214 Software Support." (2) Company name and address. (3) Name, phone, fax and email of company representative. (4) Name of key personnel. (5) If a U.S. or foreign company, (6) Company size and whether or not your firm qualifies as a small business in any of the small business subcategories (e.g. Service-Disabled Veteran-Owned, HUBZone, 8(a), etc.). (7) If contemplating a teaming arrangement or joint venture. (8) Outline experience relative to AN/ALQ-165 AND AN/ALQ-214. (9) DCAA or DCMA points of contact. (10) All specific and pertinent information that addresses the technical requirements for which capability is being sought and that would enhance consideration and evaluation of the information submitted. In order for companies to specifically respond to this Sources Sought Synopsis, a draft Performance Work Statement is attached to this notice. Questions regarding this sources sought should be submitted electronically to the Contract Specialist at jennifer.barneby@navy.mil no later than 14 MAY 2014. Interested parties should appropriately mark any data or information submitted with proprietary or restricted data rights legends if such markings are required. Submittals shall be no longer than ten (10) pages and electronically submitted to the Contract Specialist at jennifer.barneby@navy.mil before 10:00 a.m., PDT on 10 JUN 2014. Interested parties are strongly encouraged to review the draft PWS before preparing submittals. Submittals are capabilities statements for consideration by the Government in acquisition planning. Interested parties are advised that the information submitted may not be used for a procurement action. This Sources Sought Synopsis is for informational purposes only. This is not a request for proposal. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for the preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. There will be no formal acknowledgement or response provided to firms that submit information responding to this announcement.
