- Description
- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential Offerors for an IDIQ/FFP Regional Maintenance Fire Protection contract. The work includes but is not limited to maintenance, repair, and alteration of installed Fire protection equipment and systems to ensure they are fully functional and in normal Original Equipment Manufactory (OEM) working condition. The Contractor shall develop and implement an Integrated Maintenance Program (IMP) program for installed Fire Protection Equipment and systems to ensure they are safe, fully functional, and operational. This IMP shall be based on all requirements in the most current version of UFC 3-601-02 and the OEM requirements of each brand named system. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Facility Investment services for facilities at Norfolk Naval Ship Yard, Portsmouth; Joint Expeditionary Base, Little Creek “ Fort Story, Virginia Beach; Norfolk Naval Station, Norfolk; Naval Air Station Oceana including “Damn Neck, Camp Pendleton and Fentress Airfield, Virginia Beach. Also included are various locations within a 50-mile radius of the above. The contract term will be a base period of one year plus four option years. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The NAICS Code for this procurement is 561621 and the annual size standard is $19 M. This procurement is Contracting by Negotiation, with Full and Open Competition. Source Selection process is Best Value, Trade-Off. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal to include experience, technical approach, small business utilization, safety and past performance and a price proposal for evaluation by the Government. The Request for Proposal (RFP) will be issued on or around May 8, 2014. The solicitation will be listed as N40085-14-R-8102 on the Navy Electronic Commerce Online website (NECO) at: https://www.neco.navy.mil/index.aspx.
