- Naval Medical Logistics Command intends to issue a sole source contract to Scripps Health for Internal Medicine Post Graduate Year (PGY) 2 & PGY 3 resident services in accordance with Federal Acquisition Regulation 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The Naval Medical Center San Diego, CA (NMCSD) has a requirement for resident services for the schedule listed below: 12 PGY 2 residents for inpatient medicine services for up to 120 weeks; 5 PGY 2 residents for up to 132 days for Continuity Clinic and Intense Rotations at Ambulatory Clinics (POP 27 June 2014 - 25 June 2015) 12 PGY 3 residents for inpatient medicine services for up to 96 weeks; 3 PGY 3 residents for up to 240 days for Continuity Clinic and Intense Rotations at Ambulatory Clinics (POP 27 June 2014 - 25 June 2015) 12 PGY 3 residents for inpatient medicine services for up to 96 weeks; 5 PGY 3 residents for up to 240 days for Continuity Clinic and Intense Rotations at Ambulatory Clinics (POP 26 June 2015 - 23 June 2016) Scripps Health is determined to be the only responsible source capable of providing the required resident services at NMCSD based on the fact that the residents proposed under the resultant contract have already rotated at NMCSD for the past 1-2 years. It is not expected that the existing residents' corporate and system knowledge of the medical center, computer system, educational policies, and work hour requirements can be duplicated by residents from other outside facilities. This is not a request for quotations or proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit information sufficient to demonstrate capability of providing the required services. A determination by the Government whether or not to compete this procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only organization capable of providing the aforementioned PGY 2 and PGY 3 resident services at NMCSD is Scripps Health. Capability statements (using PDF, MS Word, MS Excel) shall be submitted to Josh Blickenstaff at josh.blickenstaff@med.navy.mil. Statements are due no later than 3:30 PM Local Time on 09 May 2014.
