Description
This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP), or Request for Quotes (RFQ). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Those who respond to this RFI should not anticipate feedback concerning its submission other than acknowledgement of receipt - IF the submitter requests a request for acknowledgement. This RFI does not commit the Government to contract for any supply or service. The Office of the Comptroller of the Currency (OCC) is not seeking proposals at this time. Additionally, the Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated in response to this RFI. Note that responses should not take the form of a proposal and will not be understood as such. The information provided in this RFI is subject to change and is not binding on the Government. Background The Office of the Comptroller of the Currency OCC is seeking insight into market conditions that will aid in the formation of an acquisition strategy for a contract for a dental insurance provider. The OCC intends to award a ten-year contract for dental insurance. Under the current dental contract, employees are offered a choice between a dental Preferred Provider Organization (PPO) option or a Dental Health Maintenance Organization (DHMO) option. Additionally, enrollment in the dental insurance program is currently not automatic. To enroll, employees are currently required to complete an enrollment form and choose the dental option of their choice and to list their eligible dependents. The OCC is seeking to improve the enrollment process for employees through automation offered by the contractor. Submission Requirements Please provide the following in your response: 1) Name of company with address, point of contact, phone, email, and website address, if applicable. 2) CAGE Code and DUNS number 3) Response to the following questions: a. Do you believe a ten-year dental contract is feasible? b. Does your company offer a DHMO option? What options does your company provide? c. Do you have an automatic enrollment process? If so, can you provide a brief description of the process? d. The OCC requires that once a dependent child attains age 22, verification of enrollment in an accredited college or university is required. The OCC would like for the insurance company to request, review, and update the dependent child's continued eligibility. Is this something your company (or a subcontractor to your company) can do? e. The insurance company would invoice the OCC monthly for payment for services for OCC active employees, disabled retirees, survivors, and buyout employees, but the OCC would like the insurance company to directly bill non-disabled retirees and provide flexible payment options. Proprietary information, if any, should be minimized and must be clearly marked. Respondents are encouraged to avoid use of excessive marketing lexicon, submission of fancy brochures, and other unnecessary sales literature.
