Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) intends to competitively award a Firm-Fixed-Price (FFP) type of contract as a result of this notice. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS Code is 54162, Environmental Consulting Services. The period of performance of the resultant contract is expected to be six (6) months from the date of award. Beginning in 2009, the Cape Wind project received federal, state, and local permitting and approval it would require to install the first American offshore wind farm. This project also included the first U.S. commercial offshore wind lease. There are additional offshore wind projects planned for the East Coast, Gulf of Mexico, and Great Lakes. However, the only offshore wind farms currently in existence are located in Europe off the coasts of Germany, Denmark, the United Kingdom, and the Scandinavian countries, and these countries are the current leaders in regulatory oversight of offshore wind operations. Such regulations often recognize or incorporate the standards and guidelines developed by professional societies (e.g., the International Electromechanical Commission (IEC)). The Energy Policy Act of 2005 amended the Outer Continental Shelf Lands Act (OCSLA) to grant the Department of the Interior (DOI) with the authority to regulate offshore renewable energy activities, in addition to offshore oil and gas activities. As stated in OCSLA, it is the policy of the United States that operations in the Outer Continental Shelf should be conducted in a safe manner by well-trained personnel using technology, precautions, and techniques sufficient to prevent or minimize the likelihood of blowouts, loss of well control, fires, spillage, physical obstruction to other users of the waters or subsoil and seabed, or other occurrences which may cause damage to the environment or to property, or endanger life or health. Pursuant to this policy, DOI has the same responsibility to ensure the safe and prudent development of OCS wind energy resources as it does for the development of OCS mineral resources. Thus, the Bureau of Safety and Environmental Enforcement (BSEE) will exercise the same authority granted to it by the Secretary of the Interior to ensure the safe and environmentally-sound operations of offshore wind farm operations as it has for offshore oil and gas exploration, development, and production operations. The purpose of this effort is to procure contractor support to compile existing international, national, state, and local inspection regulations pertaining to wind farms, both offshore and onshore, and use them to provide an assessment of best policies and best practices to the agency regarding potential approaches to offshore wind farm inspections, audits, and certifications on the OCS.
