- VA786-14-R-0167 Pre Solicitation Notice for Correction of Irrigation Control System Communications Services For Fort Logan National Cemetery, Denver, Colorado NOTE: THIS RFP IS REPLACING PREVIOUSLY POSTED VA786-14-R-0155 RFP VA786-14-R-0167 - The Contractor shall furnish all personnel, supervision, professional expertise, vehicles, tools, materials, services, equipment and quality control necessary to: 1.The Contractor shall evaluate the existing irrigation power distribution, pump control system, and irrigation control system to determine the most cost effective solution to re-establish full irrigation system radio communications between the irrigation central control system (Rain Bird SiteControl software and computer) and the irrigation pump controls at the two (2) irrigation pump stations "A" & "B". 2.The Contractor shall retain the use of all existing power distribution and pump control equipment. 3.Hardware and/or firmware upgrades to all existing equipment shall be utilized as necessary to complete the work and re-establish communications between the pump control system and the irrigation central control software. 4.The existing control panels, VFDs, starters, and overloads are to be utilized. 5.Replacement of the existing PLC's and PLC control panels at both pump stations is optional depending on the Contractors proposed solution to correct the communications problem. Modify the control wiring as needed to incorporate any new control equipment. If required, provide and install supporting control software on the cemetery's existing irrigation computer located in the Maintenance Building (Windows 7 PC). 6.The existing communication radios are to be re-used and incorporated into the new control scheme. If the existing radios will not communicate or are not compatible with the new PLC solution and the existing irrigation control software, then include new radio communications in the bid proposal and install. New radio communications require use of the existing radio frequencies or Government approval of any new frequencies prior to use and installation. (Note: The system was originally installed with PE89 communication cabling between Stations "A" & "B" and between Station "B" and the Maintenance Building. The Contractor has the option to utilize this cabling for communications if it is tested to be fully functional.) 7.The repaired/refurbished/replaced pump station controls shall provide the same functions as the existing pump station controls as minimum and shall take full advantage of the capabilities of the Rain Bird SiteControl software. Additional functions that improve the operation and control of the irrigation system are encouraged to be provided by the Contractor as part of the bid proposal or to be included as part of the manufacturer's standard functions if the existing pump station controls are replaced as part of the Contractor's bid proposal. 8.Test all new components and final installation for full functionality and satisfactory workmanship. 9.All testing and verifications listed above shall be performed when the irrigation system is fully operational. All contract work performed while the irrigation system is shut down shall be tested and verified after the irrigation system has been restored to a fully operational condition. 10.All completed work and testing shall be verified and approved as completed satisfactory by the COR. 11.Provide a minimum of 4 hours of training including documentation to a minimum of two (2) cemetery staff on all new equipment and materials provided/installed; on the operation and functions of the pump control system; the operation and functions of the communication system between the pump stations and the central control computer; and on the operation & functions of the irrigation central software in regard to irrigation pump control/operation and the overall irrigation system performance. 12.Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. 13.Temporary protection against damage for portions of existing structures and grounds where work is to be done, materials handled and equipment moved and/or relocated. 14.The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site not to be removed and do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer. 15.The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor. 16.Materials and equipment accruing from work removed, or parts thereof, shall be disposed of as follows: a.Items which are to remain property of the Government are to be turned over to the COTR. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. b.Items not reserved shall become property of the Contractor and be removed by Contractor from the cemetery and disposed of in an approved landfill. 17.Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction, except as otherwise shown or specified. 18.Upon completion of contract, deliver work complete and undamaged. Existing work (mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work. 19.At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are indicated on drawings and which are not scheduled for discontinuance or abandonment. Project will be for a 30 days. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 221310 is applicable. Please reference Solicitation Number RFP VA786-14-R-0167 on remittances. An electronic solicitation will be available for download from www.FedBizOpps.gov on or about April 23, 2014. Responses to the solicitation are due by 2:00 p.m. EST, May 30, 2014. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at Fed Biz Opps. Pre-bid site visit is scheduled of 5/5/2014 at 1:00 PM MST.
