- The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 1, intends to issue a Commercial Request for Quote (RFQ) for a Laboratory Contractor to use Environmental Protection Agency (EPA) approved methods for testing Ghost Wipe Samples submitted by WMEC 210' Class Cutters for the presence of lead dust. Once the contract is awarded the Coast Guard anticipates sending approximately 444 Ghost Wipe samples per month for testing at a Laboratory Contractors facility. The Coast Guard intends to conduct procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The NAICS Code is 541380 and the small business size standard is less than $14,000,000.00. The acquisition will be issued as a Total Small Business Set-Aside, Best Value Request for Quote (RFQ) on or about April 30, 2014. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. A CD ROM containing all applicable publications will be available free of charge to contractors upon request no later than six (6) days from the solicitation issuance. The CD-ROM(s) contains WINDOWS compliant raster/vector formats (e.g. *.DWF, etc.) Period of performance start date is expected to begin on or about 1 June, 2013 including one base and three option years. The Coast Guard intents to award a firm-fixed price contract as a result of this solicitation. The wipe samples will be collected by Ship's force and shipped to a Contractor's facility for testing. The scope of the acquisition is to have a Laboratory Contractor analyze the wipe samples using Inductively Coupled Plasma, Atomic Emission Spectroscopy (ICP-AES). Equivalent methods may be submitted for approval at the time of solicitation. The Coast Guard will evaluate those methods and determine if it can be approved for use in this contract. Within five days of receiving the wipe samples, the Laboratory Contractor will document the presence of lead dust as per specification requirements and email those results as directed by the Coast Guard. Potential sources that intend to submit an offer for this acquisition shall be laboratory certified by the National Lead Laboratory Accreditation Program (NLLAP) or the American industrial Hygiene Association for lead dust testing and analysis. In addition potential sources will be required to supply pertinent information in sufficient detail to demonstrate a bona-fide capability to meet the requirements. Evidence of experience in work similar in type and scope will be required, to include contract numbers, project title, dollar amounts, points of contact and phone numbers.
