- **** COMACC Vehicle Lease Statement of Work and Bid Schedule ***** *****This solicitation is dependent on availability of funds.***** ***** Please fill out attached Bid Schedule ****** STATEMENT OF WORK FOR COMACC VEHICLE LEASE 1. INTRODUCTION 1.1 Lease one 2014 Chrysler 300C or equivalent, class IV sedan (meeting Federal Standard Number 122AT specifications) with all standard features and amenities at no extra charge (to include maintenance package, oil changes, air filters and tire rotations), and a compact spare tire. The vehicle exterior shall be Gloss Black with Light Frost interior w/standard factory tint. 2. DESCRIPTION OF SERVICES As a minimum... 2.1. The contractor shall provide a Class IV sedan according to Federal Standard Number 122AT specifications. Vehicle exterior/interior color is at the discretion of the Air Combat Command Commander. The mileage allowance will be 15K miles per year. The mileage overage charge for this lease is $0.20 per mile 2.2. The contractor shall render a monthly invoice for all leases due for vehicles delivered to the United States Air Force, Langley Air Force Base during the lease term in the amount specified in the contract. The first and last payments will be prorated for the actual days used in said months, not to exceed the 29 to 31 day month time period being prorated. 2.3 The United States Air Force, Langley Air Force Base, will pay the contractor each calendar month during the lease term rent in the amount specified in each line item of the contract.. 2.4 If any vehicle shall be delivered to the United States Air Force, Langley Air Force Base incomplete (by reason of special modifications requested) it shall be necessary for the contractor to adjust cost of the lease for the incomplete unit until the item is completed. 2.5 TERM: The vehicle lease shall have a base year of 12 months from the vehicle delivery date and two 12 month option years. 2.6 OWNERSHIP: This is a lease only and not a purchase. 2.7 Use: The United States Air Force, Langley Air Force Base will not use or allow the vehicle to be used illegally, improperly, for hire or as a public conveyance. The United States Air Force, Langley Air Force Base will not remove the vehicle from the United States or move the vehicle to another state for more than 30 days without informing the contractor. If the vehicle is altered or marked, or if equipment is installed in the vehicle, the United States Air Force, Langley Air Force Base will pay for the reversal of the alteration or removal of the marking or equipment upon termination of the lease. 2.8. MAINTENANCE, REPAIRS AND OPERATING EXPENSES: The contract shall provide preventative maintenance at no cost to the United States Air Force, Langley Air Force Base. The United States Air Force, Langley Air Force Base will inspect and report discrepancies of required repairs to keep it in good condition. Any replacement sheet metal or other replacement parts must be new original equipment manufacturer parts or parts of equal quality and design. The United States Air Force, Langley Air Force Base will follow the manufacturer's instruction in any recall. 2.9 OFFICIAL FEES AND TAXES: The contractor shall pay all fees and charges for titling, registering, licensing, testing, and inspecting the vehicle that any government authority requires during the term of the lease. The United States Air Force, Langley Air Force Base will reimburse the contractor for taxes related to the lease of the vehicle that are levied on the United States Air Force, Langley Air Force Base, the vehicle, or contractor (except for taxes on the contractor's net income). The contractor will bill The United States Air Force, Langley Air Force Base separately or incorporate the fees and taxes in the monthly rates for any taxes/fees and supply a copy of said taxes to the contracting office.. 2.10 FINES, LIENS, AND ENCUMBRANCES: The United States Air Force, Langley Air Force Base will keep the vehicle free of all fines, liens, and encumbrances and pay promptly. If not, t he contractor may do so and seek reimbursement from the United States Air Force, Langley Air Force Base. 2.11 RETURN OF VEHICLE: The contractor shall provide a reasonable address to return the vehicle and notify the United States Air Force, Langley Air Force Base of the address. If the contractor and the United States Air Force, Langley Air Force Base agrees in writing, the United States Air Force, Langley Air Force Base may continue the lease. 2.13 INSPECTION: The contractor shall have the right to inspect the vehicle at any reasonable time and place. If the contractor asks to inspect the vehicle, the United States Air Force, Langley Air Force Base shall disclose the location of the vehicle to the contractor. Upon request by the contractor, the United States Air Force, Langley Air Force Base will affect any repairs deemed necessary by the contractor. 2.14 DELIVERY RECEIPT: Upon receipt of vehicle, t he United States Air Force, Langley Air Force Base will certify if (1) the contractor received and examined the vehicle described in this lease, (2) the vehicle is as described in this lease, and (3) the vehicle is in good operating condition. 2.15 ODOMETER DISCLOSURE REQUIREMENT: Federal law requires the United States Air Force, Langley Air Force Base to tell the contractor the vehicle's mileage in connection with a transfer of vehicle ownership. 2.16 ENTIRE AGREEMENT: Any changes to the terms of this lease must be in writing and signed by the United States Air Force, Langley Air Force Base and the contractor. No oral changes are binding. 2.17 NOTICES: All communications and notices proved for in this lease shall be in writing and shall become effective upon mutual agreement of the parties by the contractor and the United States Air Force, Langley Air Force Base Contracting Officer. 3. PERIOD OF PERFORMANCE: 3.1 The estimated period of performance for the Chrysler 300C is 1 June 2014 through 31 May 2015. 4. FUNDING 4.1 The contractor shall not submit an invoice exceeding the monthly funding stated in the contract without advance written approval from the 633d Contracting Officer 5. PAYMENT PROCEDURES The contractor shall provide invoices monthly for services rendered through the Wide Area Work Flow. The invoices will be receipted for and accepted by the United States Air Force, Langley Air Force Base within 5 calendar days of submittal. 6. SECURITY REQUIREMENTS 6.1 Clearance is not required 7. GOVERNMENT FURNISHED PROPERTY 7.1. The United States Air Force, Langley Air Force Base will provide a local registration number and federal license plates. BID SCHEDULE Lease offers a Chrysler 300C (Class IV sedan) or equivalent at a rate of $XXXX per month for the base year w/ the same rate for 2 optional years. The maintenance package includes oil change, air filters and tire rotations. Lease cost includes standard equipment, compact spare tire, and AM/FM and CD/DVD/MP3 player with Navigation system and 8.4" touch screen. Contract includes 15,000 miles per year. Overage charge for the lease is $.20 per mile. Vehicle Warranty includes: •· Basic - 36 months / 50K miles •· Drive train - 60 months / 100K miles •· Corrosion - 60 months / 100K miles.
