- THIS IS A PRE-SOLICITATION NOTICE ONLY. NO ACTION IS REQUESTED NOR REQUIRED. The National Park Service, Southwest Region, Santa Fe Major Acquisition Buying Office, intends to issue a Request for Quotes (RFQ) for a construction requirement for the San Antonio Missions National Historical Park in South Texas. Work will consist of providing all labor, qualified supervision, material, tools, equipment, supplies, and incidentals to upgrade the electrical system at the San Antonio Missions NHP Visitor Center located at 6701 San Jose Drive, San Antonio, Texas, 78214. This includes removing the existing Uninterrupted Power Supply (UPS), installing power conditioners/constant voltage transformers to eliminate voltage spikes and drops on the building's UPS and Audio (AV) circuits, and installing "stand alone" surge protection on remaining circuits. A detailed Statement of Work and specification with drawings will be provided with final solicitation documents. SOLICITATION NUMBER: P14PS00818. PROJECT MAGNITUDE: Between $25,000 and $100,000. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238210, and the size standard is $14.0 million. This project is set aside 100% for Small Businesses. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by June 2014. Davis Bacon Prevailing Wages for Bexar County, Texas will apply. EVALUATION FACTORS: Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value Trade Off. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All evaluation factors other than price, when combined are approximately EQUAL to price. Non-price Evaluation Factor: Past Performance SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFQ) and its attachments will be issued and available on or about May 12, 2014, through the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation.
