Description
A. The purpose of this amendment is to revise Section J to replace the Appendix C dated 20-April-2013 with the Appendix C dated 22-April-2014. The Appendix C dated 22-April-2014 changes the section title on page 11 from 'PART III' to 'PART IV'. The purpose of this Solicitation Amendment is to answer questions from interested parties, incorporate amendment FA8571-14-R-0002-0003, and Appendix C dated 22-April-2014. RFP QUESTION 19: Will the government please confirm that each volume (total of 3) should be uploaded separately to https://safe.amrdec.army.mil? Should our cover letter be uploaded separately or as part of Volume 1? RFP ANSWER 19: I confirm that each volume should be uploaded separately to https://safe.amrdec.army.mil. The cover letter will be considered an element of Volume I, but may be uploaded as a separate document. RFP QUESTION 20: The Salary Attachment for Total Compensation Plan has a column estimating the Average Hourly Wage Rate for 1880 hours/year. Would the Government please clarify the purpose of the 1880 hour computation since the Hourly Wage Rate for a Salaried Employee is always determined by dividing the Annual Salary by 2080 hours (Personal Time Off and Holiday hours are paid from the Fringe Pool at the computed 2080 hour wage rate)? RFP ANSWER 20: The Contractor will only be authorized to invoice at the unit prices (rates) specified in the contract for the quantity of actual hours performed. 1880 hours/year is the estimated number of hours that a full time equivalent (FTE) will actually be performing under a one year task order, not including holidays and leave. See RFP Question & Answer 22 below. RFP QUESTION 21: Related to the Price Volume Template. Should all bidders be using Fringe rates that reflect 1880 of productive hours per year? RFP ANSWER 21: See answer 20 above. The Price Volume Template will require proposal of a fully burdened/loaded rate. RFP QUESTION 22: Related to the Total Compensation Plan. Will bidders that use less than 120 hours (3 weeks) of Personal Time Off (PTO)/vacation/leave) in their Compensation Plan be rejected as non-compliant with your requirement to use 1880 productive hours a year since their prices will be artificially lower that those who are providing the requested Fringe benefit of 120 hours plus the 10 US Holidays (1880 hour man year equivalent)? RFP ANSWER 22: A Total Compensation Plan providing at least 120 hours of leave available per year in addition to the 10 US Federal holidays would be considered realistic and reasonable for contributing to the attraction and retention of competent professional service employees. Total Compensation Plans providing fewer than 120 hours of additional leave may deem your proposal unrealistically low or not in reasonable relationship to the various job categories impairing ability to attract and retain competent professional service employees IAW FAR 52.222-46. RFP QUESTION 23: The SOW suggests that the "Contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable" Appendix C has two (2) section III's and omits a section IV. Can it reasonably be assumed the second section III should be section IV? RFP ANSWER 23: The Appendix C dated 22-April-2014 corrects the second Part III by revising it to Part IV. The Appendix C dated 22-April-2014 is released with this Solicitation Amendment. RFP QUESTION 24: Can you please confirm the FTE count? RFP ANSWER 24: The estimated quantity is 63 FTEs. RFP QUESTION 25: Is there a requirement for a hard copy submittal. From the way the solicitation is stated, we are uncertain if the AMRDEC SAFE electronic/online submission with corresponding notification email is the only submission, as there appears to be no specified hard copy count, production requirements, or delivery location. RFP ANSWER 25: There is no requirement for a hard copy submittal. The AMRDEC SAFE electronic/online submission with corresponding notification email is the only method of submission, so long as the system is functional. RFP QUESTION 26: Please confirm the proposal due date of 30-April-2014. RFP ANSWER 26: I confirm that the proposal due date is 30-April-2014, as specified in RFP Amendment FA8571-14-R-0002-0001.
