Description
This requirement will be a 100% Small Business Set aside under NAICS 562910. This requirement is for the performance of environmental remediation services at lead contaminated properties within the Big River Mine Tailing Site in St Francois County, Missouri. The selected remedy consists of excavation and relocation of lead-contaminated materials (mine waste, soil, gravel, crushed rock vegetation, root balls, deteriorated landscaping, etc.) in residential yards, one school football field, and placing a 12-inch rock cover on up to 3 acres of the Bonne Terre East Wet Repository. There are up to 225 residential properties requiring remediation under this procurement to be remediated and will generally be less than a one acre per property, as described in the Superfund Contaminated Residential Sites Handbook (Aug 2003), (OSWER 9285.7-50), and one football field. The EPA currently has access to 250 properties. There is also remediation required at one football field and up to 3 acres of the Bonne Terre East Wet Repository which requires a 12-inch rock cover. The maximum excavation required is 24 inches. Properties vary in size, shape, obstacles present and volume of contaminated material to be removed. The contractor shall be required to comply with all applicable federal, state and local laws, rules and regulations. Remediation will be conducted pursuant to the Comprehensive Environmental Response and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act and National Contingency Plan (NCP) requirements. EPA anticipates issuing an Indefinite Quantity contract with fixed unit prices consisting of a one-year period of performance and a one-year Option Period. Estimated dollar value for this procurement is between 10.5 million and 12.5 million dollars. The solicitation/RFP is anticipated to be posted in mid-May 2014. Far Part 15 Contracting will be the procurement method being utilized for this acquisition.
