- High Energy Fiber Laser Flight Demonstration Integration RFI The Naval Air Warfare Center Weapons Division is interested in receiving white papers from system integrators in High Energy Laser Weapon Systems (HELWS) --specifically for the High Energy Spectral Beam Combined Fiber Laser (HEFL) Demonstration project. The objective of the HEFL program is to develop and demonstrate prototype HELWS subsystems, which will be integrated together and installed in a rotary-winged aircraft for a series of airborne laser weapon demonstrations. The purpose of this announcement is to focus attention of the scientific community on (1) the area to be developed, and (2) the planned timetable for submission of white papers and full proposals. This publication constitutes a Request for Information (RFI) notice, and may or may not result in a formal Request for Proposals (RFP) or other type of solicitation. Follow-up questions may be asked of responders for clarification, but this will not indicate a selection or preference. The Naval Air Warfare Center Weapons Division (NAWCWD), Research and Intelligence Department (AIR 4.12), China Lake, CA will not issue paper copies of this announcement. 2.2 Responses to this notice will be used for market research. NAWCWD, AIR 4.12, China Lake, is seeking information for potential sources regarding industry technologies and concepts available to demonstrate integration of a high energy laser system on a rotary wing aircraft. This RFI seeks information from potential sources for a system integrator who can take the various subsystems and integrate them together both for ground testing and installation onto an aircraft for flight demonstration. 2.3 This RFI does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. Any information submitted by respondents to this technical description is strictly voluntary and the responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or other solicitation, if any is issued. If a solicitation is released at a future date, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. To respond, see attachment for full description.
