- This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers Detroit District, is seeking potential firms that have the capability to provide services as part of a marine construction project on the lower Fox River at Kaukauna Dam, Kaukauna, WI. The area of work in the Fox River near the Kaukauna Dam is narrow and subject to rapid changes in both water flows and levels. River flows can change rapidly and will range from 1,000 cubic feet per second to 16,000 cubic feet per second. The Kaukauna Dam is constructed such that access to certain portions is only possible by water. A marine floating plant will be required to transfer materials and assist in performing all elements of the project. Marine vessels and barges used in the construction will require the capability of safely accessing the site and quickly exiting, should river conditions dictate. The marine floating plant will require spuds that allow for the safety of all persons and equipment, a stable working area, and help eliminate any impacts between the marine plant and the Kaukauna Dam. The marine floating plant will need to be capable of working in water depths between 9 feet and 15 feet. Marine plant will require propulsion units sufficient to transport all equipment to a safe refuge, should conditions suddenly change. The project scope will include removal of approximately 380 linear feet of 4-foot wide steel bridge, removal and replacement of 40 cyds of reinforced concrete, and fabrication and installation of a new galvanized steel bridge approximately 380 feet long and 4 feet wide. All work items are attached to the Kaukauna dam structure. The project will also include related incidental work such as temporary bridging, coffer dams, etc. A staging area will be identified landside and within vicinity of the dam. The contract will have a 15 month completion requirement. The contract is estimated to be awarded in September 2014. The estimated cost of construction is between $500,000 and $1,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a size standard of $33, 500,000 in average annual receipts. This is NOT a request for a bid. This announcement is for planning purposes to determine the extent of industry interest and experience in the requirement. All Qualified firms (small business, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms and large businesses) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed five (5) pages. Do NOT send an SF 330. Responses shall include: (1) A completed Sources Sought Information Request Form located in this "Sources Sought" notice on www.FBO.gov. (2) If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. (3) A brief overview of the firm's capabilities including experience on marine construction projects requiring the use of a floating plant similar in scope and cost magnitude to this program. (4) A letter from the firm's bonding company verifying its total bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
