- Description
- The Naval Sea Systems Command PEO Integrated Warfare Systems Above Water Sensors (PEO IWS 2.0) intends to award a basic ordering agreement (BOA) to Northrop Grumman Corporation (NGC), 600 Grumman Road West, Bethpage, New York, 11714-5000. The BOA ordering period will be for five (5) years. This BOA will allow for the placement of Delivery Orders for equipment changes/ordnance alteration (ORDALT) installations as well as material and services for maintenance, repair and life-cycle engineering in support of the AN/SPQ-9B radar program. NGC is currently the only responsible firm capable supporting a BOA for the AN/SPQ-9B program. NGC is the original designer, developer, sole manufacturer, and design agent of the AN/SPQ 9B radar system and is the only manufacturer possessing the requisite, in-depth technical expertise and background to perform the required work and design modifications that can support the US Navy's shipbuilding schedules. Efforts under this BOA include installing Field Change Kits, procuring repair parts, executing repair efforts (including emergency repairs), conducting tests and evaluations, supporting overhauls, refurbishment and maintenance, providing Field Engineering Services (FES), and support for installation and checkout of AN/SPQ-9B radar equipment. The proposed BOA is for supplies or services for which the Government intends to solicit and negotiate with only one source in accordance with FAR 6.302, and pursuant to the statutory authority provided at 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement/expression of interest, which shall be considered by the agency (Navy) if received within fifteen (15) days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the decision of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
