Description
SCOPE OF WORK: This requirement is for a General Construction Firm Fixed Price, Indefinite Delivery-Indefinite Quantity (IDIQ) contract to furnish all labor, materials, equipment and supervision necessary to accomplish each Task Order. Task Orders will vary in size and dollar amounts. Task Orders will involve, but will not be limited to, carpentry, asphalt and concrete paving; roofing; excavation; interior renovation; carpet, window, and door installation; electrical; plumbing; painting and stucco; demolition; masonry; fire protection construction; telecommunications and HVAC. This contract shall not include medical facilities engineering support services, such as utility plant operation, custodial, grounds maintenance, and similar work. Place of performance is the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. Task Orders will be issued for individual projects. The contract will be issued for one (1) year or until funds are exhausted. Individual Task Orders shall not exceed $500,000.00 and shall not be less than $2,000.00. The minimum guaranteed value of the contract is $25,000. The maximum value of the contract is $4,995,000. PROJECT ENGINEER: As assigned for each individual Task Order. The contractor shall begin performance within the time stated in each individual task order and complete it within the time stated in that task order after receiving task order notice to proceed. The performance period will be stated in each individual task order. PRE-BID CONFERENCE: A Pre-bid conference is scheduled at the Great Lakes Acquisition Center (GLAC), 115 South 84th Street, Suite 101, Conference Room #2 at 10:00 on 30 May 2014. Attendance at the Pre-Bid Conference is strongly encouraged. Attendance will be considered in the VA's responsibility determination and failure to attend MAY result in a finding of non-responsibility. An offer with an extremely low coefficient may result in the Contracting Officer making a determination of non-responsibility and sending to SBA for a Certificate of Competency. DISCUSSION TOPICS: "RS MEANS FACILITIES CONSTRUCTION COST: How the GLAC utilizes the R.S. Means Cost Works program in preparing Independent Government Estimates (IGE) for the various projects at the Clement J. Zablocki VAMC and how the IGE is compared to the contractors proposal. "COEFFICIENTS: Pricing factor which is multiplied against the total cost of the contract (RS Means items (the bare cost) and non-priced items) in calculating Task Order prices. It is proposed by bidders in decimal format as a percentage increase (e.g., 1.10) or decrease (e.g., 0.90). "NON-PREPRICED ITEMS: Non-prepriced work shall be so noted on each task order. Non-prepriced proposals shall be supported with verifiable documentation supporting competitive quotes (minimum of two), catalogue prices, etc. All non-prepriced items shall be proposed in bare costs only (material, equipment, and labor) and handled in accordance with VAAR 852.236-88. Items may be negotiated by the Contracting Officer, or his designated representative. "TASK ORDER PRICING: The contractor will propose the quantities for all the units of work involved in the particular task order (both RSMeans items and non- prepriced items). The Government will then negotiate with the contractor on the estimated quantities for all of the RS Means units of work necessary for the Task Order. "PRICE ANALYSIS: In performing a price analysis, that is, determining a price to be fair and reasonable without examining the individual components of the price, VA has a wide selection of methods: 1.Price Competition. 2.Historical Prices. 3.Comparison to a Substantially Similar Project. The Contracting Officer reserves the right to conduct price realism.
