- REQUEST FOR INFORMATION - NATIONAL CONTRACTS - CONUS Introduction DLA Troop Support has started a National Contracts Program and has issued solicitations with the intent of awarding Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to various suppliers for specific products to be distributed by OCONUS Subsistence Prime Vendors. Only one contract will be issued for a particular product line (i.e., chicken, beef, canned vegetables), and all OCONUS Subsistence Prime Vendors will be required to order the items listed in the contracts from the contract awardees and at the prices set in these contracts. DLA Troop Support is looking to expand this program to include CONUS Subsistence Prime Vendors as well. The intent of these contracts is to obtain the lowest prices for these items by enhancing competition, leveraging buying power and offering guaranteed minimums while still providing DLA Troop Support's military customers high quality products. Purpose of Request For Information The purpose of this Request For Information (RFI) is to help DLA Troop Support determine how pricing should be arranged on National Contracts for CONUS. Pricing on National Contracts for OCONUS is FOB Origin. Pricing on CONUS Subsistence Prime Vendor Contracts is FOB Destination. Description of Information Requested Current DLA Troop Support Subsistence Prime Vendor manufacturers/suppliers are asked to submit in writing information on freight, specifically how it would be best to price it on National Contracts for CONUS and why. For example, could freight be priced on a national level for the purpose of National Contracts or would it need to be priced regionally? If a regional approach is more appropriate, what geographic regions would you suggest using? Disclaimer This RFI is issued solely for information and planning purposes and does not constitute a solicitation for offers. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. DLA Troop Support has not made a commitment to procure the supplies discussed in this RFI, incur costs for which reimbursement would be required or sought. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will become Government property and will not be returned.
