Description
Experience Questionnaire Form SF 18 and accompanying Solicitation documentation 1. The contractor will gather information on a pre-selected topic by interviewing scientists and land managers who were involved with the research topic. Additional research may include reading up to 4 scientific papers that vary from 20 to 100 pages each. 2. The contractor will follow an established format and identify and concisely write: • A 200-word summary • 3 to 5 key findings (approx. 100-200 words) • 3 to 5 land management implications (approx. 75-125 words) • A 2000-word description of the science findings from a single study or several closely related studies that have been previously published in a peer reviewed publication. The target audience includes land managers, policymakers and other natural resource professionals. The write up emphasize the practical significance of these findings for land managers and policymakers. The text should stimulate the reader's interest by: a) Translating highly technical scientific information into lay language b) Providing context so the relevance of the information is readily apparent. c) Relating science to the challenges of making decisions about land management. d) Providing interesting quotes from the scientists and others interviewees that illustrate key points • A biography for featured scientist(s) (approx. 100 words per biography) and obtain a head shot of the featured scientist(s) The contractor will also: • Find 2 short historical quotations that are relevant to the topic. • Compile a reading list of 3 to 5 relevant articles or other publications • Obtain 7 to 9 photos and/or figures from the featured scientist(s) related to the science findings and write captions for each. Photos and figures should be provided electronically as individual files. Photos will be.jpg or.tiff files with a minimum resolution of 300 dots per inch (dpi) when reproduced at approximately 4 inches by 5 inches. • Provide featured scientist(s) and managing editor with a preliminary draft for their review and work with them to resolve any issues regarding the accuracy of content or tone and style of delivery. • Submit the final draft electronically in Microsoft Word along with photos and figures to the managing editor 6 weeks from assignment. 3. Contractor must have sufficient understanding of scientific information and make it interesting and accessible to a broad audience of non-specialists, including land managers, policy makers, and interested citizens. Research and writing for "Science Findings Newsletter" a 6-page periodical published monthly by the Pacific Northwest Research Station. This is an Option-Year Indefinite Delivery Indefinite Quantity contract. Awardees may also have the opportunity to bid on research, and writing projects for other periodical and occasional publications, including brochures and Web content that deliver updates on scientific research and communicate findings to diverse audiences with varying levels of technical expertise. This combined request for Quotation is issued under Solicitation Number AG-046W-S-14-0018, and all quotes will reference this RFQ number and will be submitted to Contracting, Mt Hood NF, 16400 Champion Way, Sandy, OR 97055, Attention: Judy Shelby by 4:00 p.m. Pacific time May 16, 2014. This combined synopsis/solicitaion for commercial items in accodance with FAR Subpart 12.6 as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisitions Circular (FAC) 2005-44 effective July 16, 2010. This acquisition is set-aside for Small Business. The North American Industry Classification System (NAICS) code is 561410 and the size standard is $14.0. One Base contract with three Option Years will be awarded. Value is estimated at being less than $150,000.00. Quote for the Base Year and three Option years. Quotes must include vendor's Tax Identification Number (TIN) and DUNS number. Vendors must be registered in System of Award Management (SAM) ( www.sam.gov ). Quotes must include a completed copy of (FAR 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). The following is required: 1. Bidders must submit 3 writing samples (hard copies) that demonstrate a superior ability to translate scientific information in a style that stimulates the interest of an educated audience of citizens. The examples will be used to evaluate and determine whether the bidder's technical quote will meet the requirement of the Government, 2. Bidders must complete the experience questionnaire. Additional contract details: 1. Bidders must supply a lump sum bid for writign a single issue of "Science Findings" 2. The contractor does not own the copyright to any work or writing produced for "Science Findings". The offer/quotation that is most advantageous to the Government, based on the factors in this solicitation, will be slected for award. The information supplied ont eh Experience Questionnaire, when combined, is equal to price or cost.
