- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulations (FAR) Subpart 12 - Acquisition of Commercial Items and FAR Subpart 13 “ Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS. The solicitation number is N00604-14-T-3056. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-72 and DFARS Change Notice 20140331. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed contract is competitive, 100% set aside for small business concerns in accordance with FAR 19.5. All questions and answers will be submitted via an amendment to the original solicitation. All responsible sources may submit a quote which shall be considered by the agency. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and technically acceptable (LPTA). To be technically acceptable, the Offeror shall describe its approach to accomplishing the requirements of the Performance Work Statement (PWS). This approach shall provide a demonstration of the Offeror's understanding of, and familiarity with, the specific requirements of the PWS. The Offeror's approach shall be discussed in sufficient detail for the Government to ascertain the Offeror's understanding of the requirement and ability to successfully accomplish the requirements of the PWS. The Offeror's approach shall provide clear and convincing evidence to the Government that the Offeror is capable of fully providing the services identified in the PWS. At a minimum the Offeror shall address: a. Experience with the legal complexities of sexual assault cases, including familiarity with the rules of evidence and how expert testimony may be offered at trial. Extensive knowledge of victim and offender dynamics in sexual assault cases. b. Demonstrate expert knowledge and familiarity with the DoD and Navy Sexual Assault Prevention and Response (SAPR) program and specific CNO and COMPACFLT goals and strategic objectives for the Navy-wide SAPR training. c. Demonstrate expert knowledge in Bystander Intervention with Military and Executive level Leadership. This includes discussion of what Bystander Intervention looks like when a person is responsible for setting, maintaining and monitoring the work climate, the nuances of Bystander Intervention when it involves superiors and peers who are acting in unprofessional manners, and the cornerstone concepts of Bystander Intervention as a strategy to reduce and prevent sexual assault and sexual harassment from the top. d. Demonstrate experience in conducting specialized training to military law enforcement and military legal personnel in the investigation and prosecution of sexual assault cases in the military system. This includes examination of the concept of "consent" from the perspective of the UCMJ as well as from a common sense, every day understanding as it applies to situations that involve sexual encounters. e. Demonstrate experience and ability to orally communicate complex sexual assault prevention and awareness issues to small and large audiences, and from junior enlisted ranks to senior leaders and flag officers. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
