- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. NASA/GRC requires a 1553B to Arinc429 protocol converter for use on the NASA/GRC S3B aircraft. A Lynx 1553 to Arinc429 protocol converter unit manufactured by AgiLynx was leased for the purposes of determining the unit's suitability with the S3B aircraft. The AgiLynx unit was selected because similar and/or identical units are currently installed and functioning on other aircraft, both military and civilian with proof of these installations provided. NASA Glenn Flight Operations personnel installed the leased unit on the S3B aircraft, performed testing, and has determined that the AgiLynx unit is compatible with the S3B aircraft and provides all functions and specifications required. The qualifications of the Protocol Converter Unit Model PCU100 P/N Lynx-BMRTBC/T-00/0-06-4-06-4 are as follows: - Software verified to DO-178B Level C or better. - Hardware tested to DO-160D Env. Cat. [D1]XBBB[(SLM)(RG)]XXXXFXXZXZZ[WY]L[A3E3X]XXX (plus operating low temperature at -40C) or better. NASA/GRC has a requirement for the following AgiLynx Lynx Protocol Converter: 1) Qty 2 Part Number: Lynx-BMRTBC/T-00/0-06-4-06-4, Protocol Converter Unit with; 1553B Bus Monitor, Remote Terminal, Bus Controller, Transformer Coupled, Ch. 1; 6 ARINC-429 Receivers; 4 ARINC-429 Transmitters; 6 Discrete Inputs (3 Open/Gnd; 3 28V/Open); 4 Discrete Outputs (2 Open/Gnd; 2 28V/Open) 2) Qty 1 Engineering support for Configuration File Development plus one-year priority telephone support 3) Qty 1 Part Number: LyncCom-Pro Graphical User Interface program for Configuration File development. Includes the LynxMonitor input data monitoring and output data simulating functions. 4) Qty 1 GSE100ABA Power/Programming Cable (USB) (For powering Unit and connecting to Personal Computer RS-232 or USB port for configuring Unit, North American power plug.) The provisions and clauses in the RFQ are those in effect through FAC 2005-72. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334511, 750 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135 is required 16 weeks after receipt of order. Offers for the items(s) described above are due by 4:30 EST on 05/05/2014 to NASA Glenn Research Center, Attn: Sandra Brickner MS 60-1, 21000 Brookpark Road, Cleveland OH 44135 or via email to: Sandra.a.brickner@nasa.gov and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.
