This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Request for Information (RFI) in support of market research and/or planning purposes only and does not constitute a solicitation. This notice is not a confirmation that the Government will contract for the items contained in the RFI, nor is any commitment on the part of the Government to award a contract implied. This notice does not constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. All information received in response to this RFI that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this RFI is not offers and cannot be accepted by the Government to form a binding contract. Number of claims/damages c. Any vehicles stolen? d. Type of facility (hospital, office, other?) 8. Common approaches to valet parking operations. 9. Common obstacles and risks associated with providing valet parking services. 10. Common performance standards and assessment methods. ? Statement of Need VA Valet Parking Services 1.General Intent a.The Phoenix VA Health Care System is anticipating parking shortage due to impending construction projects. These projects will displace approximately 200 parking spaces. b.The VA would like to implement a full valet parking service for Veteran patients to alleviate some of this congestion and facilitate smoother parking activity. A variety of different methods and practices will be considered as proposed by the Offeror. c.The Offeror will be required to assess the current VA parking situation, and take into consideration all provided government space and equipment as described herein. The Offeror will provide its proposed valet parking plan, including all processes, materials, procedures, and staffing. d.Upon award, the Contractor will be required to implement the proposed plan and carry it out on a day-to-day basis for the duration of the contract. The Contractor will have thirty (30) days after this contract is awarded in which to set up operations, finalize staff requirements (including background investigations), etc. At the end of this thirty-day period, at the latest, full operations are to begin. 2. Current Estimates a.The VA is prepared to set aside a portion of existing 1,700 parking spaces in a designated area for access by Contractor staff for performance of services as described herein. Offeror may acquire offsite parking areas to further increase capacity. b.The VA estimates that there are roughly 1,800 unique patient visits per day, some of which may choose not to use valet service. It is unknown how fast of a turnover each car will have that will employ this Valet Service. Some patients are at the hospital for multiple appointments, which can result in the car spending the day in one Valet parking spot. The contract is based on the ability to fit 200 cars in parking area, while continuing operations of new drop-offs and returns. c.Busiest times at the PVAHCS are weekdays with Fridays generally the least busy. Weekdays are usually busiest from 8:00 AM to 2:00 PM. Contract services are to be provided Monday - Friday (excluding holidays) from 8:00 AM to 3:00 PM. The Offeror may propose different hours if they will provide value to PVAHCS. Contract staff may arrive earlier and stay later as necessary to set up or break down equipment, signage, etc. A designated Contract Supervisor (further defined herein) must be on-site during any performance under this contract. The PVAHCS reserves the right to adjust these hours/location and other changes that are deemed necessary once the demand has been more clearly identified. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Industry Classification System (NAICS) code for this acquisition is 812930. All offerors who provide goods or services to the U.S. Federal Government must be registered in the System for Award Management (SAM) located on the web at https://www.sam.gov/portal/public/SAM/. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation for this project must be registered with the Department of Veterans Affairs, Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
