- SOLE SOURCE MODIFICATION This is a notice of intent to issue a sole source modification to Contract DG1332-12-CQ-0052, Kaymont Consolidated Industries Inc., to increase the maximum contract quantity for item 0001 General Purpose, 26KM Balloons (ASN: J352-4), hereafter referred to as GP-26, by 39,000 from 140,000 to 179,000. The modification will be issued pursuant to the authority of 41 U.S.C. 253(c)(1), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements. On June 29, 2012, NOAA issued solicitation DG133W-12-RP-0101 for up to 140,000 General Purpose 26 km (GP-26) Aerological Sounding Balloons to support the NWS upper air network. Three vendors responded to the solicitation; Kaymont Consolidated Industries Inc. (Kaymont) of Hauppage, NY (Kaymont) Space Data Corporation of Chandler, AZ (Space Data) and NJ Balloon Manufacturing, LLC of Montclair, NJ (NJ Balloon). Contracts were awarded to each of the vendors for GP-26 balloons on September 17, 2012. Delivery Orders were awarded to each awardee for First Article Test units. First Article Test was waived for Kaymont's GP-26 balloon since it had already delivered balloons that met NWS requirements. First article tests were conducted on both Space Data and NJ Balloons GP-26 balloons. Neither company has passed first article testing. Kaymont was able to produce and deliver GP-26 balloons at a rate that meets the NWS 6,500 per month usage rate and 75-day lead time. Kaymont is the only responsible source that can meet NWS's urgent need for GP-26 balloons. Responses to this notice must be provided within seven (7) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing a narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 11:00 am EST, April 28, 2014.
