- This is a combined synopsis/solicitation for commercial items and service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ). The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-72, effective 30 Jan 2014. The government reserves the right to award task order without discussions. Therefore, your initial proposal should contain the best terms from a cost/price standpoint. The Government reserves the right to conduct discussions, and/or require additional cost/price information (other than certified cost/price data), should the Contracting Officer determine it necessary to do so. All responsible sources may submit a quotation which shall be considered. Quotes must contain all line items, partial quotes will not be considered. Prospective offerors must be CCR registered and must complete the ORCA on-line representation or provide a copy of their representation and certification as required by FAR Clause 52.212-3. The North American Industry Classification System (NAICS) code is 541513. This solicitation is being issued Brand Name - Full and Open Competition. 1. Description: The required service and batteries are as listed on the attached spreadsheet. 2. The attached spreadsheet identifies the delivery location with quantities. Prices must be submitted based on FOB Destination prices. Delivery: Within 30 days of Award. Delivery must be in full by the required delivery date. 3. Evaluation: Award will be made to lowest priced technically acceptable offeror that meets or exceed all required items listed in the attachments. In order to be considered technically acceptable, the offeror must provide Liebert Certified Mainteance Technicans and must provide a proof of certification. A price analysis will be conducted in accordance with FAR 15.404-1. Price reasonableness will be determined based on a comparison of offerors' quotes provided. Comparison of proposed costs/prices in response to the solicitation is the preferred and intended cost/price analysis technique. Other techniques and procedures, if deemed necessary, may be used to ensure a fair and reasonable price to include, but not limited to, the following: comparison of previously proposed costs/prices and previous Government and commercial contract costs/prices with current proposed costs/prices for the same or similar service/items; comparison with competitive market costs/prices of similar indexes; or comparison of proposed costs/prices with the Independent Government estimate. 4. The quantity has changed for Liebert UPS from 13 to 12 and the period of performance has changed in Paragraph 3.1. The NACIS Code has changed to 811219. Please delete the previous PWS and use the attached one instead. Also, listed below are responses to questions from offerors. 1. If you reconsider this being a sole source, please let us know. We are able to provide technicans who have experience on Liebert equipment. Response: We would love to remove this as a sole source; however, unless we get Liebert certified (current) maintenance technicians, our warranties will be invalid. 2. We are a small business and are required to do 50% of the labor in order to qualify for this requirement. Is that true? Response: Small businesses are required to do 50% or more of the required contract (the cost of equipment is included in this). 3. The RFP indicates that there are 13 UPS in the CLIN structure; however, we counted 12 UPS in the PWS. Which one is correct? Response: There are 12 UPS located at JWAC. We will correct the RFP. 4. Removed the requirement for a Small Business set-aside since Small businesses are unable to perform 50% or more of the work.
