- The Government intends to solicit and negotiate on a sole source basis with Setra, 159 Swanson Road, Boxborough, MA 01719, for the following requirement: The requirement is intended to provide seventy (70) model 270-NDBC-5 Barometric Pressure Transducers with shipping, for NOAA, National Data Buoy Center, Building 3203 Stennis Space Center, MS 39529. Solicitation number is 14-01779. Time of delivery is thirty (30) days after receipt of order. Deliver to NOAA, National Data Buoy Center, Building 3203 Stennis Space Center, MS 39529. In order to comply with the debt collection act of 1966, all contractors must be registered in the System for Award Management (SAM). Authority: 41 USC 253(c) (1). The Product Service Code (PSC) for this is 6660 The associated North American Industry Classification System (NAICS) code is 334513 which has a corresponding size standard of 500 employees. The government intends to award a firm-fixed price purchase order for this requirement using FAR 13 Simplified Acquisition procedures current through FAC 2005-72. The NDBC uses the analog output 0 to 5 VDC, 800 to1100 mbar range barometers on all automated weather buoys and coastal weather stations in which VEEP, MARS, ARES, or AMPS electronic data acquisition systems are installed. The only barometer currently manufactured to meet NDBC specifications is the Setra 270-NDBC-5. After a Sources Sought Synopsis, one response was received from Vaisala with models PTB110, PTB210, and PTB330. The PTB110 and PTB210 did not meet the accuracy requirements, the PTB210 and PTB330 exceeded the current consumption requirement, none of the models provide information on the extended temperature range, none of the models were direct drop in replacements in terms of electrical connectors, pressure fittings or mechanical mount. NDBC analog 800 to 1100 mbar barometer specification: 1. Full Range 800.00 - 1100.00 mbar 2. Accuracy ± 0.05% FS 3. Repeatability 0.01% FS 4. Non-Linearity Best Fit Straight Line ±0.03% FS 5. Male 1/8" NPT Fitting, Stainless Steel 6. ±12 VDC Excitation (up to ±15 VDC) 7. Mounting Bracket 3.875" X 3.750" X 0.125" With #6-32 UNC-2b Thru 4 Holes And 0.187" Thru Four Holes 8. Mil Spec Electrical Connector P/N: MS3112E12-10P Or Equivalent 9. 22 Turn Potentiometers (Zero & Span) 10. Compensated Temperature Range (-20 To 50°C) With A DZ/DT Specification of 0.2% Of FS/100f 11. Calibration & Temperature Compensation Data To Be Shipped With Unit 12. Output: 0 to 5 VDC 13. Current draw no greater than 10 mA The selection of the Setra model 270-NDBC-512 is based on the only barometer available that meets the NDBC specifications. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 1:00 PM EDT, May 5, 2014 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required supplies. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
