- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The New York District Army Corps of Engineers proposes to perform maintenance dredging of the Shrewsbury River, New Jersey, Federal Navigation Project with subsequent beach placement. The project consists of performing maintenance dredging of the Federal Navigation channel in the Shrewsbury River (turning basin), with subsequent placement of the dredged material on Monmouth Beach in Monmouth County, NJ. The designated placement area on the ocean side beach would be located approximately 2.8 miles south of the proposed bayside dredging area at its furthest point. Placement would involve hydraulically pumping the dredged material (96% or greater sand and gravel) via pipeline that runs across the peninsula at Seacrest Road from the bay side, under Route 36 by means of directional drilling, over the seawall and directly onto Monmouth Beach. The proposed maintenance dredging and beach placement would require dredging of up to approximately 54,000 cubic yards of material from the Shrewsbury River turning basin. The project would be dredged to a depth of 9 feet below MLW plus 2 feet allowable overdepth. The proposed work can be performed by a hydraulic dredge or similar plant. The Contractor will be required to commence work within five (5) calendar days after the date of receipt of Contractor's signature of the Notice to Proceed, to prosecute said work diligently and to complete the work ready for use not later than sixty (60) calendar days after the receipt of Contractor's signature of the Notice to Proceed. The work would include obtaining the necessary permits from the NJDOT for the pipeline crossing beneath Route 36 at Seacrest Road. The contractor is required to maintain a production rate of at least 2,000 cubic yards per calendar day. There are no options to the contract. This solicitation is subject to FAR Part 14 sealed bidding procedures and is 100% Small Business Set-Aside. All bids must be received on time to be considered. The IFB will be evaluated based on price with award being made to the lowest responsible bidder. The applicable NAICS Code is 237990 and the small business standard size is $25.5 million. It is anticipated that dredging and disposal would take place within the approximate time period of September 2014 to November 2014. The work is estimated to cost between $1,000,000 and $5,000,000. Plans/Specs for the subject project would be available on/about 1 May 2014 with bid opening on/about 2 June 2014. Liquidated Damages - $2,151.00 per calendar day of delay until all work under the contract is accepted. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued.
