- Performance Work Statement for OSEP140029AP The purpose of this Sources Sought Notice is to facilitate market research by the U.S. Department of Education (the Department) for a new procurement opportunity. In support of this market research, the Department is requesting interested parties to provide feedback through suggestions and comments regarding the attached DRAFT Performance Work Statement (PWS) and to identify any perceived barriers to competition. In addition, the Department is requesting that interested parties submit a capability statement that is tailored to meet the operational requirements identified in the attached DRAFT PWS. The data received in response to this Sources Sought Notice will assist the Department in determining the best market strategy for this procurement. Responses to this Notice will be accepted via e-mail to the parties designated in the Contacts section of this announcement. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. Please review the Disclaimer section of this announcement for more information regarding this Request. Planned Procurement Strategy: The Department is developing its acquisition strategy for a re-compete of contract ED-OSE-09-O-0058 held by the American Institutes for Research (AIR). The anticipated procurement is currently titled “Individuals with Disabilities Act (IDEA) Analysis, Communication, Dissemination and Meetings (ACDM) Support Contract.” This contract was awarded as an Order placed against the contractor's General Services Administration (GSA) Mission Oriented Business Integration Services (MOBIS) contract, Special Item Number (SIN) 874-1 for Integrated Consulting Services. The Department intends to award a firm fixed-price contract to the responsible offeror whose proposal is most advantageous to the Department, price and other factors considered, after performing an evaluation of technical proposals and business proposals. The anticipated period of performance will be a 12-month base period followed by four 12-month option periods, exercised at the discretion of the Department. While the current contract is an Order issued under the MOBIS Federal Supply Schedule (FSS), the Department will not know for certain if it will pursue the same approach until it has fully evaluated the responses to this Notice. The Department will not be releasing a projected “level of effort,” Independent Cost Estimate or budget at this time. Please note that a final determination regarding the acquisition strategy and contract type will be not be made until after completion of the market research activities. Draft Performance Work Statement (PWS): The scope of the draft Performance Work Statement (PWS) encompasses contractor support services to perform the objectives outlined in the Background section below. This document provides a detailed overview of the requirements and scope contemplated by this project and to solicit questions and comments from prospective offerors. More detailed information regarding the operational requirements may be found in the attached DRAFT PWS. Background: The United States Department of Education (Department), Office of Special Education Programs (OSEP), Division of Research to Practice (RTP) is responsible for the implementation of the Part D National Programs of the Individuals with Disabilities Education Act (IDEA). RTP supports OSEP in implementing the programs and activities authorized under Part B and C of IDEA. The objective of this planned procurement is to provide OSEP with assistance in implementing five types of activities: (1) development and dissemination of technical assistance and communication products; (2) quick turnaround analyses of program issues; (3) analytical and logistical support for meetings and project reviews; 4) activities to promote program improvement and strengthen outcomes and accountability of IDEA grantees; and 5) an optional task to support IDEA Reauthorization activities once the law is reauthorized. Market Research: The purpose of this market research is to identify potential offerors, refine the draft PWS, clarify the Department’s vision and remove any barriers that might inhibit competition. To meet these objectives, the Department requests that interested parties review the draft PWS, submit comments and feedback, submit questions and identify any perceived barriers to competition. Submission for draft PWS comments is due to the Contract Specialist no later than 4:00 PM Eastern Time on Monday, April 28, 2014. There is no required format for questions or comments. Comments on the draft PWS that are not submitted by the April 28, 2014 deadline may still be included in the Capability Statement, as outlined in the Structure of Capability Statement Responses section below. Structure of Capability Statement Responses: Interested parties are requested to provide a brief response to this Sources Sought Notice that is no more than 10 pages (excluding the cover page). The response should be single-spaced with no smaller than 12-point font and a minimum of one-inch margins on all sides. The response shall focus on addressing the specific functional areas summarized below. The Department will limit its review to ten pages for each submisson so any additional pages or appendices submitted that would exceed the ten page limit. 1. Company name, DUNS number, company mailing address, company website (if applicable), and point of contact information. The point of contact information should be limited to one person's name, title, telephone number and e-mail address. 2. Company's business size, including ALL applicable socio-economic classifications that apply to the company, and a listing of available contract vehicles (including GSA MOBIS, etc.) by contract number and brief description or title of any such contracts. 3. Capabilities statement that clearly aligns the capabilities of the company to the requirements contained in the attached draft PWS. Special focus should be made to direct experience with the implementation of Part D National Programs of the Individuals with Disabilities Education Act (IDEA), experience in developing and disseminating technical assistance and communication products related to IDEA or similar programs, providing analytical and logistical support for meetings and large conferences, facilitating activities to promote program improvement and strengthen outcomes and accountability of IDEA grantees, website development and maintenance of websites, and support for IDEA Reauthorization. For identified experiences, interested parties are requested to provide, where possible, the client/project owner, name/title/telephone number of the client point of contact, prime contractor name (if your company gained the experience performing as a subcontractor), size of comparable contract, brief description and the period of performance. 4. If providing comments regarding the DRAFT PWS, please refer to the PWS, section number or page number whenever possible so that the Department can accurately determine about which section the comment pertains. 5. Please identify any perceived barriers to competition, including the selection of a firm fixed-price contract for this procurement action over other, more flexible type contract. Any such feedback should specifically identify which tasks would be difficult to perform on a firm fixed-price basis and why. 6. Any additional information which the company deems important and relevant to this Notice, including but not limited to, any perceived barriers to competition, discussion of any proposed teaming arrangements with partner/subcontractors/consultants, or any proposed solutions that the Department may not have considered. Interested parties should submit their response to this Sources Sought Notice no later than 4:00 Eastern Time on Friday, May 2, 2014, to the Contract Specialist, Charles Harless, and the Contracting Officer, Stephen Scheffer. Please note that potential offerors are not required to submit capability statements as a pre-requisite to submitting a proposal for any future solicitation. The capability statements are extremely valuable to the Department in identifying qualified potential offerors and developing an acquisition strategy. The Department will review capability statements as part of its market research efforts, but there is not a mandate that a company must submit a capability statement in order to be considered for any future solicitation that results from this market research.
