Description: DEPARTMENT OF THE ARMY PRESOLICITATION NOTICE TO LEASE GOVERNMENT LANDS FOR AGRICULTURAL PURPOSES SPL-AMD-14-0001 This is a pre-solicitation notice that a solicitation (Notice of Availability) is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future for an opportunity to lease a portion of government lands for agricultural purposes at Joint Forces Training Base, Los Alamitos, California. The Notice of Availability will be posted to the Federal Business Opportunities web site (www.fbo.gov) as well as with the Orange County Farm Bureau and several other local publications. This announcement is for informational and planning purposes only. The Department of the Army, Los Angeles District, U.S. Army Corps of Engineers, (hereinafter referred to as the Government) proposes to lease Government owned land located at Joint Forces Training Base, Los Alamitos (JFTB Los Alamitos), Orange County, California, for a two (2) year term with three-one (3-1) year renewal options for agricultural purposes under the sealed bid process per the terms and conditions outlined in the Notice of Availability. The Government intends to issue the Notice of Availability sometime in May 2014. Sealed bids must be received prior to the time and date specified in the Notice of Availability. The official mailing and correspondence address is as follows: Department of the Army, Los Angeles District, U.S. Army Corps of Engineers, Asset Management Division, Attn: Ms. Lesley Chiem, 915 Wilshire Boulevard, Suite 930 Los Angeles, California, 90017. Please indicate on the mailing envelope that this bid is for quote mark JFTB Los Alamitos Agricultural Lease quote mark. Timeliness is IMPORTANT, as no sealed bid will be accepted after the designated time and date as indicated on the Notice of Availability. The proposed leased property is identified as Parcel N-1 located at JFTB Los Alamitos consisting of approximately 189.1 acres for agricultural purposes only. No animals and grazing will be permitted. Interested bidders must enclose with each individual Bid, a bid deposit of 25% of the annual rent or $1,500.00, whichever is greater, in the form of a cashier's check or certified check, or United States Postal Service Money Order payable to: Finance and Accounting Officer, Los Angeles District. The bidder should be named as the quote mark remitter quote mark on the bid deposit. Cash bid deposits will not be accepted. Bids submitted with a bid deposit in the form of a personal check may be rejected. Sealed bids will be accepted from any United States citizen, corporation, partnership or trust. Award will be made to the responsible bidder whose bid conforming to the Notice of Availability will be most advantageous to the Government considering the total bid for the initial Lease term plus all option periods. In order to expedite the handling of the Lease execution process, it is imperative that the successful bidder is prepared to have the security deposit and certificate of insurance prior to the Lease start date. Prior to the bid opening date, interested parties may view and inspect the proposed leased property (by appointment only) by contacting Mr. Peter Cho at (562) 795-2077 at JFTB Los Alamitos. The acreage of the leased property stated or shown on the Notice of Availability is believed to be correct, but any error or omission of the size of location of the parcel shall not constitute grounds for noncompliance with any of the provisions or conditions of the Lease or allow claim for any refund or rental credit deduction from the rental.
