- This acquisition is to establish a service contract in support of the Directorate of Plans, Training and Mobilization, US Army Garrison, Hawaii mission to provide MEDEVAC services on the islands of Oahu and Hawaii. Provide one (1) dedicated aircraft, management, and supervision, personnel, equipment, supplies, materials, fuel, tools, and transportation to perform air medical evacuation (MEDEVAC), fire suppression services, miscellaneous support flight missions, and training for the U.S. Army Garrison-Hawaii (USAG-HI) Department of Defense property and operational training areas on the Island of Oahu and Hawaii. MEDEVAC shall take precedence over other services. The service provider shall be prepared to perform services 24 hours a day, 7 days a week, 365 days a year without lapse in service. The primary service shall be providing aerial medical evacuation (MEDEVAC) services with rotary wing aircraft. Service provider may be required to land at isolated ranges to load patient(s) during day and night conditions. In the case of severe or deteriorated weather conditions, the Pilot-in-Command shall have the final word in regards to Safety-of-Flight. Service provider shall be prepared to lift-off within 15 minutes after notification and arrive on-site within 15 minutes after lift-off. Service provider shall transport evacuated personnel to an approved medical treatment facility as designated by the senior medical representative (SMR) on the scene within 30 minutes after release by the SMR. Helicopter(s) shall be initially mobilized and based on Wheeler Army Air Field. It is estimated that services may be performed approximately 245 days on the Island of Oahu and can anticipate approximately 120 days on the Island of Hawaii. Since training could be held concurrently (training at Wheeler and PTA at the same time), minimum requirement is for two rotary aircrafts. Aircrafts have to be able to fly over water and land at all medical treatment facilities. Aircrafts can be no larger than an UH 60 Blackhawk, gross weight no more than 22,000 lb impact and rotor diameter no larger than 53 feet, 8 inches (53' 8 quote mark ). MEDEVAC minimum personnel requirement are two pilots (pilot and co-pilot), one paramedic, and one hoist certified crew member. Medical crew, at a minimum, shall consist of a paramedic certified in National Registry Emergency Medical Technician - Paramedic (NREMT-P), Advanced Cardiac Life Support and a medical technician certified in the National Registry Emergency Medical Technician - Basic (NREMT-B). In flight patient care will be equivalent to that normally provided by a trained/qualified NREMT-P. The service provider shall be responsible for providing Off-line Medical Direction for the Advanced Life Support (ALS) service in accordance with Hawaii Administrative Rules, Chapter 72 of State Comprehensive Emergency Medical Services System (http:www.hawaii.gov/health/familychild-health/ems/about/rules/11-72.html) The COR will notify the service provider for fire suppression, projects, search and rescue, environmental assessment and administrative flights. MEDEVAC shall take precedence over wildland fire suppression or any other aircraft activity response. Service provider shall act as the initial response for fire suppression and provide back-up support if necessary. For search and rescue operations the service provider shall be on-site at the designated location within 30 minutes after notification. When conducting search and rescue operations, aircraft staffing and equipment requirements shall be the same as for MEDEVAC services. Service provider shall conduct daily range sweeps as directed by the COR at PTA. (Approximately 120 events consisting of approximately 180 flight hours total) Commercial Airlift Review Board (CARB) approval is required at the time of full performance (no later than 23 June 2015) by the primer service provider. If the service provider is not CARB approved by 23 June 2015), the Army intends to terminate the service provider for cause in accordance with (IAW) FAR Clause 52.212-4(m) (Termination for Cause). It is a DoD policy that procuring air transportation services for the directed movement of personnel and cargo, only air carriers demonstrating the highest possible standards of quality and safety will be used for air transpiration services. Service provider will be audited and inspected on an ongoing basis to ensure the high standards are maintained. Services performed shall be in accordance with quote mark Health Insurance Portability and Accountability Act of 1996 quote mark (HIPPA), Army and Joint Commission for Accreditation of Healthcare Organizations (JCAHO), State and Federal Occupational Safety and Health Administration (OSHA), 32 CFR Chapter VII, Paragraphs 861.3 and 861.4 (DoD air transportation quality and safety requirements), and Federal Aviation Administration (FAA) laws, regulations, standards, and procedures, and comply with Additional Standards for DoD Contract Aircraft Operations under Federal Aviation Regulation Part 135 (Non-commuter Passenger). This requirement is performance based and includes a Performance Work Statement (PWS) with a Performance Requirements Summary (PRS) that describes the measureable Performance Objectives and Thresholds. Army regulations, Federal Aviation Administration (FAA) regulations, and other governing documents are referenced in the PWS, and were used to set the performance standards of this contract. Surveillance of the contract will be performed by the Contracting Officer's Representative (COR) utilizing a Quality Assurance Surveillance Plan (QASP). The QASP will define the performance management approach taken in order to monitor, manage, and evaluate contractor's performance. Measures of success have been identified and are listed in the PWS Standards. This data will be issued with the solicitation to permit offerors to reasonably estimate price and performance factors, and assume an appropriate level of risk.
