- SYNOPSIS ATTACHMENTS This synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. Naval Surface Warfare Center Crane has a requirement for the production, installation, and training of a Programmable Vacuum/Pressure Reflow Furnace for high reliability RF microelectronics subsystems and components in accordance with the Statement of Work. The anticipated Contract Line Item Numbers (CLINs) are as follows: CLIN 0001 - Vacuum Reflow Furnace, In accordance with (IAW) SOW par. 2.0 - 17.0, Qty. 1 each CLIN 0002 - Installation, IAW SOW par. 18.0, not to exceed 5 days CLIN 0003 - Training, IAW SOW par. 19.0, min 2 days CLIN 0004 - Data/Technical Data Requirements for CLINs 0001 thru 0003 in accordance with Contract Data Requirements Lists (CDRL's) A001 thru A007 and applicable DIDs. Delivery will be FOB Destination at NSWC Crane. Final inspection and acceptance will be at destination. There will be a Pre-Proposal Site Visit at Naval Surface Warfare Center (NSWC) Crane Division on 21 MAY 2014. The pre-proposal site visit is scheduled to begin at 12:00 PM Eastern Daylight Time (EDT) and is scheduled to last until no later than 2:30 PM EDT. DRAFT copies of the Statement of Work and the Contract Data Requirements List (CDRL) have been posted along with this announcement. During the pre-proposal site visit, all questions shall be directed in writing to the Contract Specialist/Contracting Officer and shall be answered via an amendment to the solicitation. Participation in the pre-proposal site visit is not mandatory to be considered for award, but it is highly encouraged. Attendees must be citizens of the United States and must represent a company active in the SAM database. Please reference the above solicitation number and provide a CAGE code for your company in your request. All attendees must be registered no later than 2:00 PM EDT on 12 MAY 2014. The solicitation is expected to be issued on or about 7 MAY 2014 and is expected to close on or about 9 JUNE 2014. A commercial Firm-Fixed Price (FFP) supply type contract is anticipated. This requirement is full and open competition and a HUBZONE Price Evaluation Preference will be used in accordance with FAR 19.1307. In addition, FAR part 13.5 procedures will be used. Award will be made to the responsible offeror whose offer is the best value to the Government, considering Technical, Past Performance, and Price evaluation factors, as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. It is the responsibility of interested vendors to monitor the FBO website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Solicitations may be downloaded from the website listed above. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation.
