- ****ATTENTION****FORMAL COMMUNICATION RELATED TO THIS ACQUISITION SHOULD BE DIRECTED TO Claretha K. The Army Contracting Command-Redstone is contemplating the issuance of a two year (2) year, Cost Plus Fixed Fee task order for the New Digital Automatic Flight Control System (DAFCS) Software and System Integration Lab (SIL) to be executed with The Boeing Company, Route 291 & Stewart Ave., Ridley Park, PA 19078-1099, Cage Code 77272. Authority and Justification for other than full and open competition is Federal Acquisition Regulation (FAR) 6.302-1 because the proposed contract action is for services/supplies for which the Government has Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements to permit full and open competition. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at the time of award, in accordance with FAR clause 52.209-1 or 52.209-2. This requirement is sole source to The Boeing Company to receive from the contractor a new DAFCS Software version (v) 3.x, to upgrade to the current DAFCS SIL and to build an additional new DAFCS SIL. The newly built DAFCS SIL will be needed to support the current and future growth of the DAFCS software on the Chinook platform through Block 2. The contractor shall provide program management, technical, engineering and scientific expertise to the CH-47 Program Management Office. This includes all labor, engineering services, personnel, data, communication, transportation, equipment, and materials. All offerors must meet prequalification requirements in order to be eligible for award. Firms that can accomplish the above requirement are encouraged to identify themselves and provide supporting evidence to permit participation in current and future solicitations. Firms are encouraged to seek source approval in order to compete for further solicitations by accessing the website www.redstone.army.mil/CMO/ and looking under qualification procedures for aviation requirements. All responsible sources may submit an offer which shall be considered by the agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above.
