Description
The US Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to issue a sole source contract to United Technologies Research Center (UTRC) in accordance with the FAR 6.302-1. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. Any interested party should contact the below Contract Specialist named for more information regarding this posting, all correspondence shall be received no later than 28 April 2014 at 1600 ET. UTRC is the sole organization/team that has access to the Pratt & Whitney airfoil configuration design specifications that are being used for construction and testing of half-span and full-span airfoils for secondary flow leakage improvement, as well as enhanced internal and film cooling during Phase 1 and Phase 2 testing in the Penn State University (PSU) rig during 2014-2018. As technical partners with PSU in the design, construction, and planned operation of the secondary flow rotating rig, UTRC is cognizant of design readiness criteria essential for instrumentation of the PSU test facility, data acquisition, structural, and operational assessment of the rig for safe operation at moderate temperature (<500C) and high speed rotation. The action is a sole source to UTRC. NETL has developed innovative advanced airfoil cooling configurations for use in future land-based power generation gas turbines. NETL plans to conduct bench-scale and subpilot-scale test to reflect realistic test conditions similar to those of the actual operation. The NETL design acquires the configuration design specifications that are being used at the PSU facility to accurately conduct testing. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified in this notice. Documentation must be submitted within 10 calendar days of the date of publication of this notice.
