Description
The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes, implements, and supports effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. Aggressive enforcement of traffic laws through the use of Selective Traffic Enforcement Programs (STEPs) is a key strategy necessary to reduce crashes and the resulting injuries and fatalities. These STEPs rely on a public health model that is based on periods of High Visibility Enforcement (HVE) of specific traffic safety laws coupled with advertising and media outreach to let people know about the enforcement and to persuade them to obey the law. The goal of these STEPs is not to give out tickets, but rather to influence people to obey the law to prevent injuries and fatalities. Research proves that the certainty of a ticket and/or costly fines convinces people to reduce dangerous driving behaviors. NHTSA works with State Highway Safety Offices (SHSO) and law enforcement agencies across the country to employ the training and enforcement methods that best address driving behaviors likely to contribute to crashes. The overall objectives of this contract are to: •· Conduct comprehensive baseline analysis for enforcement deployment location strategy and media strategy related to an Impaired Riding Crackdown in one state (though a statewide campaign is not anticipated). •· Collect baseline attitudinal data for development of focus-tested media materials specific to that particular state, jurisdiction, and media engagement strategy. •· Develop and implement a comprehensive outreach and media campaign for motorcycles. •· Develop and implement comprehensive motorcycle enforcement campaign. •· Develop process and outcome evaluation report for distribution to states interested in conducting additional motorcycle HVE and Impaired Riding Crackdowns in the future. NHTSA seeks a Contractor to aid in determining a suitable geographic location, determine participating law enforcement agencies, and advise on potential enforcement deployment locations to address the incidence of impaired motorcycle operation. This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 541720. Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Cost Plus Fixed Fee (CPFF) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about June 20, 2014. Period of Performance: Base period of twenty four (24) months plus two (2) one (1) year option periods. Contract Award: The anticipated award date for the resultant contract is expected to be on or about September 2014.
