- The Special Projects Branch of the Seattle District contracting division, U.S. Army Corps of Engineers (hereinafter Seattle District or Special Projects Branch) plans to solicit offers for the award of a Multiple Award Task Order Contract (MATOC) for Electrical Construction Work in Support of Joint Base Lewis McChord (JBLM), Washington. The solicitation will be issued as 100% set-aside for Small Business concerns only. Up to five contracts are anticipated to be awarded under this MATOC. The pool of contractors that successfully receive an award will share the total contract capacity of $7,500,000. Each contract will reflect a base year and four subsequent option years. Task orders will range from the minimum task order limitation of $2,000 to the maximum task order limitation of $500,000. However, most task orders will be under $150,000. The primary North American Industry Classification System (NAICS) Code for this procurement is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $14 Million. The scope of this acquisition may include, but is not limited to, construction, repair and service tasks in the interior/exterior electrical disciplines typically considered low voltage (i.e. less than 600VAC) in nature. Interior work may include replacement, installation and relocation of main distribution panels, meters & meter bases, panel boards, feeders and branch circuits, wiring devices, lighting fixtures and miscellaneous electrical equipment. Exterior work may include replacement, installation and relocation of underground and overhead feeders and branch circuits (typically supporting area//security/roadway/parking lot lighting), exterior lighting fixtures and poles/bases, and miscellaneous electrical equipment. Exterior work, considered incidental to the low voltage work described above, may include replacement, installation and relocation of underground and overhead medium voltage (MV, i.e. 13.8kV) distribution laterals, transformers, disconnects, cutouts, poles and appurtenances, typically in support of low voltage electrical repairs or construction. It can be expected that the MV exterior work will be limited in scope and is therefore not considered the primary focus of the MATOC. Service work may include performance of arc flash studies and subsequent labeling of equipment, electrical equipment & oil testing, and preventive maintenance activities. Associated incidental carpentry, painting, demolition, excavation, concrete & paving work, site restoration (e.g. landscaping, hydro-seeding, etc), fencing, low voltage electrical (i.e. less than 50VAC, including fire alarm, IDS and telecommunications, etc), ACM and LBP testing & abatement, and environmental clean-up may be required in support of the interior and/or exterior task orders. The work will be comprised of approximately 85% construction & repair and 15% service over the duration of the MATOC. The intent of this MATOC is to provide a means for the Government to solicit and award mainly lower dollar electrical services projects with as little lead time as possible. The successful contractors shall attend site visits with as little as 24 hour notice and may be expected to turn around a request for proposals in less than 7 days. The solicitation for this MATOC will require contractors to propose pricing for a Seed Project entitled, quote mark Replace Lighting in Hangar 3098, JBLM, WA. quote mark The magnitude of construction for this seed project is between $100,000 and $250,000.
