- The purpose of this Sources Sought Notice is to identify qualified business concerns that are interested in and capable of performing the work described herein, and posted as a market research tool only. This is not a solicitation nor does it guarantee a solicitation will be issued. Request for a solicitation will not receive a response. Any information submitted to this Sources Sought is strictly voluntary. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations. Eglin AFB, FL is contemplating a firm-fixed price contract for one year, plus four (4) option years. This Sources Sought Notice (not a presolicitation notice pursuant to FAR Part 5) aims to identify sources that can provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to support the Sand Pine Removal/TSI (timber stand improvement) requirement at Eglin AFB, Florida. This work consists of removing sand pines by a manual crew, using chainsaws and brush saws. The requirement helps restore native ecosystems on Eglin AFB. The Eglin AFB reservation is 464,000 acres and is located in Santa Rosa, Okaloosa, and Walton Counties in the Florida Panhandle. Some Eglin lands and roads are frequently closed due to mission activity and the Contractor may be required to perform work in such areas on Saturdays and Sundays at no additional cost to the government. The designated areas shall be treated by felling or girdling all sand pine trees in the treatment areas-this includes all sand pine seedlings greater than one inch in height. Stumps shall be no higher than 4 inches above the ground and below the lowest branch. Felled sand pine does not have to be removed unless it is blocking a road. Treatment sites typically are longleaf pine plantations or areas where sand pine has volunteered in a "natural" wooded area. Many treatment areas have dense vegetation and are difficult to traverse or work in. All existing longleaf pines are to be protected. Access roads are available. Four-wheel drive vehicles may be needed to access some treatment areas. The Contractor shall furnish sufficient personnel, supervision, and working equipment to treat an average of 150 acres per week. The estimated acreage for treatment will be between 0 and 4000 acres per year. In the recent past, funding has been available for 2000 to 3000 acres. From 0 to 2 task orders are expected to be issued per year. Crewmembers shall use/wear appropriate Personal Protective Equipment (PPE) in accordance with OSHA standards. The Government will utilize this information in determining the best acquisition strategy for this acquisition.
