- Hurlburt Field AFB, FL, intends to make a single award for BASH (Bird Avoidance Strike Hazard) Services with a period of performance 30 September 2014 thru 29 September 2015; with four one year option periods. Work consists of, but is not limited to, providing all personnel, management, tools, supplies, labor and supervision necessary to perform BASH / Wildlife Management services IAW the Performance Work Statement (PWS). This acquisition is being offered for competition to eligible Small Business concerns. The North American Industry Classification System (NAICS) code for this project is 561710 with a size standard of $10M. The Contracting Officer anticipates awarding a firm-fixed price type contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:(1) PRICE, (2) TECHNICAL and (3) PAST PERFORMANCE. The Government reserves the right to award a contract to other than the lowest proposed price. The issuance date for this solicitation is projected to be on/about 30 April 2014. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2013) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012).
