SOURCES SOUGHT SYNOPSIS / REQUEST FOR INFORMATION: Message Generator Replacement Program (MGRP) - Production Solicitation Number: Notice Type: Posted Date: FA8204-14-R-MGRP Sources Sought 17 Apr 14 Synopsis: 1. NOTICE: This is a Sources Sought and Request for Information announcement. No proposals are being requested or accepted with this request. This is not a solicitation but rather a Sources Sought Synopsis and Request for Information to determine potential sources for information and planning purposes only. 1.1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336419 which has a corresponding Size standard of 1,000 employees. The Government will accept recommendations of other possible NAICS code suggestions from Industry. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your business size status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 1.2. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A Determination by the Government not to compete this proposed contract based upon responses to information received will be normally considered solely for the purpose of determining whether to conduct a competitive procurement. 2. Program Details: 2.1. Background The Higher Authority Communications Test System (HACTS) will merge four Higher Authority Communications/Rapid Message Processing Element (HAC/RMPE) operational equipment and software update capabilities currently running on separate platforms into a single HACTS Common Processor Platform (HCPP). 1. The first is the Message Generator (MG) function. The MG provides Higher Authority message traffic to the Rapid Message Processor (RMP) and Rapid Message Processor Backup (RMPB). 2. The second function is the HAC/RMPE Data Collector (HACDC) which receives and records Higher Authority (HA) message traffic from the HA Systems. The HACDC also receives and records message traffic from the MG. 3. The third function is the Data Reduction Tool (DRT). The DRT is used to aid with the analysis of the recorded HACDC data for problem investigation and communication channel characterization. 4. The fourth function is the Drawer Tester (DT). The DT, in conjunction with the drawer tester hardware, provides depot-level validation of the full functionality of the HAC/RMPE equipment drawers. The HCPP will be comprised of all Commercial-Off-The-Shelf (COTS) parts. The solution will include an Air Force approved Laptop that meets or exceeds MIL-STD-461F certification, with the ability to connect to a General Dynamics Itronix docking station (P/N# 50-0191-001R), and has independent USB controllers. The second item to be produced is a conversion box which will provide signal and protocol conversions to the MG/DT/HACDC. This will consist of a modified COTS chassis, 6 custom Logic cards, and 4 custom/COTS serial converters. The final item to be produced is a switch box which is used to direct incoming communications to the HCPP. This product will consist of a custom chassis with a combination of COTS and modified switches, terminal strips, connectors and cables. 2.2. Effort This effort officially designated as the Message Generator Replacement Program (MGRP)-Production will be to use detailed technical drawings, specification, and requirments to produce a limited amount (10-15 each) of HCPP, Conversion box, and Switch box units. 2.3. Contract Type This effort will use a Cost-Plus Fixed-Fee, Firm-Fixed-Price, or Cost-Plus Incentive-Firm type contract, to be determined later. 2.4. Contract Length This effort will not exceed 24 months. 3. Information Requested: Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have demonstrated: a) The capability to produce the items in section 2.1. b) The ability to acquire the infrastructure, hardware, software, tools, staff, etc. required for the production of the items in section 2.1. c) The ability to provide engineering support and necessary training of associated equipment and hardware. d) Experience with generating, editing, reviewing, and validating Drawings, Process Orders (PO's), Operating Instructions (OI's), Technical Orders (TO's) and Time Compliance Technical Orders (TCTO's). Note: Written responses should not exceed one page per topic in typewritten form. Responses should be submitted in number 12 sized font or larger. 4.
