- Joint Warfare Analysis Center (JWAC) located at Dahlgren, VA has a proposed requirement for Imagery Analysis Software. However, we are unable to determine which software that can meet the salient conditions as described below as the most appropriate. This Request for Information is to perform market research. Please provide a capabilities statement or trial period to test the software to determine if it meets the Government's needs. Technical Requirements 1.0 Purpose: 1.1 JWAC requires a commercial Windows-based imagery exploitation capability that provides imagery analysis tools for use on internal computer systems. This proposed procurement will be for software and maintenance. 2.0 Technical Requirements 2.1 Standards: Windows based imagery analysis and exploitation software to be used for Electronic Light Table (ELT) visualization and advanced interpretation including: mensuration, annotation, vector generation, product export, ability to create JPEG, GIF, TIFF or PNG, and 3-D terrain modeling in a user friendly environment that is commensurate with the industry standards used by the DoD and the Intelligence Community. 2.2 Technical Factors: both capability and performance assessed with analysis of alternatives stating the risks, uncertainty, and relative advantages and disadvantages of each 2.2.1 NTM and Commercial Image Visualization - More than just the ability to visualize and preview images, we need an ELT that can deep dive into the manipulation and exploitation of the imagery 2.2.2 Image Preview Capability 2.2.3 ELT that can deep dive into the manipulation and exploitation of the imagery 2.2.4 Stereo Capability 2.2.5 Process and Exploit Multispectral Imagery (MSI), Hyper-Spectral Imagery (HSI), LIDAR and Synthetic Aperture RADAR (SAR) 2.2.6 2D and 3D Feature Analysis Tools 2.2.7 Ortho-rectification, with ability to auto load DTED on the fly 2.2.8 GIS Integration 2.2.9 Google Earth Integration 2.2.10 3D Fly-through 2.2.11 3D product generation and exportation into definable format (i.e., MP4, AVI, KMZ)22.12 Certified Image Mensuration 2.2.13 Multi-Image Comparison & Mosaics 2.2.14 Image Chipping with Geospatial and Metadata Support 2.2.15 Image annotation and graphics 2.2.16 Inquire Cursor and in-view Magnifier 2.2.17 Image Rotation Capabilities (Up, North, etc....) 2.2.18 Smooth Pan/Zoom & Roam Capability 2.2.19 Metadata Access and Display 2.2.20 Customizable workspace and toolbars 2.2.21 Performance - How long the work takes to complete 2.2.21.1 Screen refresh rate (In terms of system response time) 2.2.21.1.1 Terrain-based ortho-rectification (calibration) considerations 2.2.21.1.1.1 Pan/Zoom & Roam 2.2.21.1.1.2 Multiple Images - loading, processing, tiling 2.2.21.1.1.3 Image orientation - this is specific to performance. Time it takes the program to respond after the image orientation has been changed. A minor detail but something that compounds over time. 2.2.21.1.2 Memory management 2.2.21.2 Stability Analysis
