Market research was conducted and determined that ACIST Medical Systems is the only vendor capable of providing service necessary that meet the requirements. The ACIST injectors consist of a unique FDA approved contrast management system designed so a single large sterile bottle of contrast can be used for multiple patients and cases without contamination. This system includes air detectors so contrast can be injected into the vasculature without the entry of air. The contrast management system is attached to a pump which can be programmed by the users to deliver varying amounts of contrast at variable rates and at variable pressures. In addition contrast delivery is actuated by a hand held user calibrated device which permits very precise control of the exact amount of contrast delivered. Thus the ACIST device acts as a power assisted manual injection combining the best features of both manual and power injections. Manual injection with a syringe allows for very precise control of contrast delivery but is limited by the size of the syringe and by the manual force which can be exerted by the operator. Typically a 10 cc syringe is used for manual injection, but in many cases 12-155 cc or more are needed to fill a large coronary artery adequately so power injection has been used as an adjunct or replacement for manual injection of coronary arteries in many cath labs. Power injector delivers a preset volume of contrast so fine control is lacking. With the ACIST the operator can safely deliver the optimal volume of contrast needed for every injection. The cath lab injectors (ACIST) are at end of life. NY VAMC have continued to use them because their performance remained acceptable and because they had a spare injector. No other contrast injector has the type of user calibrated hand injector that the ACIST features which permits safe injection of the lowest amount of contrast possible while maintaining image quality. All the cath lab physicians are very familiar with this injection system and are trained to use it ensuring patient safety. Please note that when new cath labs were purchased by the VISN in 2006, the VISN3 cath lab equipment evaluation committee stipulated that any cath lab purchased had to include ACIST injectors since it was the consensus of the invasive cardiologists on the committee that no other injector was acceptable. To summarize, the unique contrast management features which save money over the long term, the familiarity of cath lab staff with this equipment which ensures patient safety and the end of life package offered by the manufacturer make the ACIST injector the sole injection system acceptable for the cath lab. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The government may consider all Expressions of Interest received prior to April 25, 2014. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be emailed to Aleta.Jennette@va.gov and received by 10:00AM EST on April 25, 2014. Submitters are responsible for ensuring their EOI reaches the designated contracting officer on-time.
