- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for: Activated Carbon Injection System Operation and Maintenance at Marine Corps Air Station, Cherry Point, North Carolina. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, HubZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to continuously operate and maintain an Activated Carbon Injection (ACI) system for the Central Heating Plant (CHP), Marine Corps Air Station, Cherry Point, NC. The ACI system is an essential component of the station ™s air quality management program and operates by injecting activated carbon into the CHP stack emissions to reduce mercury emissions. The contractor shall maintain the system in a state of continuous readiness, immediately restore disruptions to service, and manage the supply and feed of activated carbon in order to maintain government specified seasonal injection rates. The contractor shall develop the necessary staffing, repair, and supply plans to execute this work including necessary parts on hand. The ACI system is Government owned and currently installed on location at the MCAS Cherry Point CHP. The CHP operates 365 days a year. A fork lift shall be needed and will not be provided by the Government. A laydown area will be provided by Government. Activated Carbon Injection Rate is 30 pounds an hour in summer time and 40 pounds an hour in winter for approximately 1000 pounds a day. Spare parts shall be required to be maintained on hand, a list will be provided by the Government and contractor will be responsible to maintain the parts on the list under the Firm Fix Portion of Contract. Activated Carbon will be purchased from the contractor by the Government under the IDIQ portion of Contract and a 30 day supply will be required on hand. The required Activated Carbon material is Albemarle H-PAC packaged in 1,000 pound Supersacks with quality Albemarle General Specification. The ACI material supply portion of the contract will be justified under the authority (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements All applicable storage, transportation, and disposal requirements of the Federal, State, Local, and DOD hazardous waste statues, regulations, directives and orders must be strictly adhered to when executing this task. All work shall be accomplished with adequate quality controls and review procedures to eliminate conflicts, errors, and omissions. A complete list of specifications will be included in the solicitation. The Government intends to award a Firm Fixed Price/Indefinite Quantity type contract with a base period of one year plus two (2) option years. The total term of the contract, including all options, will not exceed thirty-six (36) months. The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised. The North American Industry Classification System (NAICS) Code for this procurement is 561990, All Other Support Services and the annula size standard is $10,000,000.00. This is a new requirement, there is no previous contract or incumbent contractor. Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted.
